Description:
============

 This patch will enable sites to complete the pre-installation steps for 
 Computerized Patient Record System (CPRS) version 29. It will allow 
 sites to enable or disable electronic Prescribing for Controlled 
 Substances (ePCS) functionality and enable or disable individual users to
 use the ePCS functionality. It also provides the following new reports:
      - A report that will list users who have the same VA#
      - A report that will list providers who are unable to sign controlled
        substance orders, as well as their prescribable drug schedules,
        menu option Provider Incomplete Configuraiton Report
      - A report that will list those users who have a DETOX/MAINTENANCE 
        ID
      - A report that will list those providers who have either a space or 
        punctuation in their last name
      - A report that will list the Fee Basis and C & A providers who do 
        not have a DEA number
 These new reports are all contained in the menu option ePCS Data 
 Validation Reports [OR EPCS VALIDATION REPORTS].
