    This patch addresses 1 issue:
  
    1. This is a high priority patch requested by the Beneficiary Travel 
       business offfice to switch Beneficiary Travel (BT) Dashboard from 
       distance optimazation to time optimization when calculating milage.
       This change is due to a Veterans Choice regulation that went into
       effect 4/24/2015.

     Problem:
     --------
     The BT Dashboard application is currently defaulting to distance
     optimization displaying mileage for the shortest route.
  
     Resolution:
     -----------
     Modified dgbtDashboard.csp to default to 'Time' optimization displaying
     mileage for the quickest route.
  
 SOFTWARE DISTRIBUTION:

  The following user manual and XML have been updated to reflect the updates
  made with this patch.
  
  Sites may retrieve the new files directly via FTP. The preferred method is to 
  FTP the files from:
   
         download.vista.domain.ext
   
  This transmits the files from the first available FTP server.  
   
  Sites may also elect to retrieve the files directly from the
  ANONYMOUS.SOFTWARE directory from a specific server as follows:
   
  Albany:             ftp.domain.ext
  Hines:              ftp.domain.ext
  Salt Lake City:     ftp.domain.ext

  NOTE: These files must be transferred using the binary (BIN) file 
  transfer mode.
     
 Installation Instructions:
 ==========================  
  Use Cache Studio to import the source code XML. 
    Note: Cache Studio should be connected to your VistA server in your
          station's namespace.
  
  1.    Click the Tools menu and select Import Local.
  
  2.    Browse to the XML source code file retrieved from 
        download.vista.domain.ext.
  
  3.    Click the Open button.
  
  4.    Ensure the Add Imported Items to Project checkbox is not selected and
        that Compile Imported Items is selected.
  
  5.    Click the OK button to import the Beneficiary Travel Dashboard .csp
        project file.
