 While researching another ticket, there were some discrepancies found 
 with the 'Notes on User Class and User Role SURROGATE' of the 
 Authorization/Subscription Utility (ASU) Clinical Coordinator Manual.

 Verbiage has been added to clarify functionality of the 'Notes on User 
 Class and User Role SURROGATE' section of the Authorization/Subscription 
 Utility (ASU) Clinical Coordinator Manual, page 27.
