The Telehealth Emergency Management System (TEMS) needs to be able to leverage Providers availability across the Nation via TMP, in order to support these emergent events. Currently, in TMP if a Facility has the Vista Switch turned off, the TMP Resources can be reserved however the email notifications for that appointment to not get sent. As they are dependent on the Make Vista Appointment workflow completing. This impacts all modalities, especially VVC as VVC is dependent on email notifications to the provider and the patient. This patch addresses the five issues with Tele Health Management Platform (TMP) making appointments in VistA. Currently, the computation to convert an appointment date and time from Universal Time Coordinates time zone to the local time zone for the VistA station is not accounting for changes between standard time and daylight savings time. This results in the appointment being off by one hour. When an appointment is being made for a walk-in appointment, the Patient Indicated Date/Clinically Indicated Date (PID/CID), is not being stored with the appointment. Without the PID/CID date, the appointment can't be dispositioned using the VistA Scheduling Enhancements application. This patch fixes a problem where an appointment can be duplicated at a medical center. This can happen if the appointment is an intra-facility appointment where the provider is in one physical location (main VAMC) and the patient will be in another location, such as an off-site CBOC. This patch fixes this issue so that duplicate appointments won't be made for the same patient at the same VistA site. It adds the Clinic's division ID to the data exported from VistA to TMP when a tele health clinic is edited or a new tele health clinic is added at a VistA location. This patch also edits the TMP_SEND HL Logical Link to remove the data from the INSTITUTION field. Currently this link uses the VistA system's Institution number in this field. However, this causes issues when looking up a link by the site's Institution number. The look up returns all links for that Institution number. This can result in an HL7 message destined for another application to be sent to the TMP's HL7 message processor rather that to the proper destination for that message. Resolution: ----------- This patch corrects that problem by using a different Kernal API that calculates the local time based on Kernel and MailMan site parameters. 2. # 1165818 - When a walk in appointment is being made from TMP, the CID/PID date is not being set in the appointment. Problem: -------- When a walk in appointment is being made from TMP, the CID/PID date is not being set in the appointment. This causes problems with dispositioning the appointment request using the VistA Scheduling Enhancements (VSE) application. Resolution: ----------- When a walk-in appointment is made using the TMP application, a CID/PID date is added to the appointment. 3. # 1166752 - When a walk-in appointment is being made from TMP, the appointment request in VistA can't be dispositioned in VistA Scheduling Enhancements (VSE). Problem: -------- When a walk-in appointment is made from TMP, in order to disposition the appointment request, the appointment must include a CID/PID date. Resolution: ----------- When TMP makes a walk-in appointment in VistA, a CID/PID date is added to the appointment request. 4. # 1166760 - Prevent a duplicate appointment from being made at a VistA station Problem: -------- This patch fixes a problem where an appointment can be duplicated at a medical center. This can happen if the appointment is an intra-facility appointment where the provider is in one physical location (main VAMC) and the patient will be in another location, such as an off site CBOC. This patch fixes this issue so that duplicate appointments can't be made for the same patient at the same VistA site. Resolution: ----------- This problem is resolved by moving the check to see if the patient already has an appointment at the requested date and time to earlier in the process. 5. # 1166762 - Add the Division ID for the clinic in the real time clinic updates Problem: -------- When real-time clinic updates is triggered the division the clinic is associated with is not sent to TMP. As a result, schedulers have to sign into VistA to verify the division the clinic is associated to. Resolution: ----------- Add the Clinic's division ID to the data exported from VistA to TMP when a tele health clinic is edited or a new tele health clinic is added at a VistA location. Patch Installation: Installation Instructions: -------------------------- The installation of this patch will update the SDHL7APT,SDHL7APT and SDTMPHLB routines and will remove the currnt value in the INSTITUTION field (#.02) in the HL LOGICAL LINK FILE (#870) for the TMP_SEND link so that the field is empty. The DNS DOMAIN field (#.08) will also be set to the current value in the TCP/IP ADDRESS (#400.01) field. 1. Choose the PackMan message containing this patch. 2. Choose the INSTALL/CHECK MESSAGE PackMan option. 3. From the Kernel Installation and Distribution System [XPD MAIN] menu, select the Installation [XPD INSTALLATION MENU] menu. From this menu, you may elect to use the following option. When prompted for the INSTALL enter the patch # (SD*5.3*714): a. Backup a Transport Global [XPD BACKUP] - This option will create a backup message of any routines exported with this patch. It will not backup any other changes such as DD's or templates.
