Description:

 The purpose of this patch is an informational patch for the PECS 
 application for server updates to address compliance issues and one 
 defect. There are no changes to user-visible functionality. Issues 
 addressed are:
  
 (1) TRM (Technology Reference Model) compliance updates:
     (a) Updates for the log4j logging framework; 
     (b) Updates required for compatibility with the latest version of    
         WebLogic application server, v12.2.1.4; 
  
 (2) Corrects existing defect:  System error while customizing Duplicate 
 Therapy from an FDB Record.
  
 Pharmacy Enterprise Customization System (PECS) is a Java 2 Enterprise
 Edition (J2EE) application used to research, review, report, and manage
 customized drug information from First Data Bank's (FDB) MedKnowledge 
 Framework, which is a Commercial-off-the-Shelf (COTS) product, used in 
 the enhanced order checking process.
  
 The PECS application, through a web-based Graphical User Interface (GUI),
 allows VHA pharmacists and clinicians to research and request custom 
 changes to Drug-Drug Interaction, Drug Pairs, Dose Range, Duplicate
 Therapy, and Professional Monograph records, controlling access through a
 role based authorization. VHA Pharmacy Benefits Management (PBM)
 periodically (as needed in support of VA procedures and priorities)
 prepare, review and approve the customizations, which result in VA Custom
 drug data, which will supersede or enhance the industry standard FDB-drug
 data.

 PECS application failed due to the application's server infrastructure 
 being subject to upgrades of COTS software to maintain TRM 
 compliance. One of these upgrades requires installing the latest TRM 
 compliant version of the WebLogic application server, v12.2.1.4.
  
  
 Resolution:
 -----------
 PECS-251 - Informational patch for the PECS application that addresses 
 TRM (Technology Reference Model) compliance in two areas: (1) Updates for 
 the log4j logging framework; (2) Updates required for compatibility with
 the latest version of WebLogic application server, v12.2.1.4.
  
 First, the log4j logging framework has been upgraded from v2.10 to the 
 latest TRM approved version, v2.13.3. Additionally, the PECS application
 build process has been updated to include the log4j framework
 dependencies (i.e., .jar files) within the application .ear file itself 
 for deployment. This eliminates the need to store these log4j framework 
 dependencies on the application server's file system, which in turn 
 eliminates all conflicts with the WebLogic COTS software's usage of the 
 same framework.
  
 Second, the applications server infrastructure is subject to 
 upgrades of COTS software to maintain TRM compliance. One of these 
 upgrades require installing the latest TRM compliant version of the 
 WebLogic application server, v12.2.1.4. Minor changes are required to the
 PECS build files (e.g., pom.xml, etc.) to produce an application .ear file
 that is fully compatible with the new version of WebLogic. These build
 files changes are also included in this patch.
