 Site Administrator(Admins) encounter an error when adding new users to the
 NUMI application. This issue was caused by changes made to fix an issue
 with inactive users (INC18904191). It was reported after the release of
 NUMI patch, WEBN*1.1*22.

 Update the NUMI code to fix errors preventing Site Admins from adding new
