 NUMI users are unable to complete reviews for patients associated with 
 missing treating specialties that are not showing up in Treating 
 Specialty list for selection.
  
 Resolution:
 ----------
 The NUMI database table, FacilityTreatingSpecialty Inactive column, 
 value has been updated from null to '0', so that patients that have 
 missing treating specialties now are displayed on the Treating Specialty
 list on the NUMI application.
