Description:
============

 The subscript error occurs because prior to 12/31/1999 the visit field 
 would not be populated.  When bills for a patient are processed during 
 the IB MT NIGHT COMP task it looks at all unbilled items for a patient.
 The visit field is required for the task so the subscript error occurs
 when this variable is null. 
  
 This patch goes back through the history of the OUTPATIENT ENCOUNTER file
 (#409.68) prior to 12/31/1999 and marks records missing the visit file
 Internal Entry Number (IEN) as not billable in the CLAIMS TRACKING file
 (#356).  This eliminates the subscript error from occurring during the

 This patch fixes a SUBSCRIPT>NBOEP+11^IBCCPT1 error caused by records in 
 the OUTPATIENT ENCOUNTER file (#409.68) missing the Visit file IEN when
 the IB MT NIGHT COMP task processes entries placed in the CLAIMS TRACKING
 file (#356) as billable events.  Periodically historical events prior to
 12/31/1999 are marked as active and do not have a visit file IEN entry in
 the OUTPATIENT ENCOUNTER file (#409.68).
  
 Resolution:
 -----------
 NEW Routine IBCTUP will find transactions prior to 12/31/1999 and mark 
 them as inactive so they won't be processed since they are outdated and 
 likely to be missing the current information needed by the IB MT 
 NIGHT COMP task.  Modification to routine IBCCPT1 was made to handle any 
 other records with no visit entry in the OUTPATIENT ENCOUNTER file 
 (#409.68).  These changes prevent the record processing during the IB MT 
 NIGHT COMP job and prevents the SUBSCRIPT>NBOEP+11^IBCCPT1 error.
  
 *** Note: A FileMan call adds the comment "Inactivated to correct errors
 in the IB MT Night Comp job." in the "ADDITIONAL COMMENT" field (#1.08) of
 the CLAIMS TRACKING file (#356).

 Routine IBCTUP will search the CLAIMS TRACKING file (#356), find any 
 records with a corresponding missing visit entry in the OUTPATIENT
 ENCOUNTER file (#409.68), mark the record as inactive, remove
 the future EARLIEST AUTO BILL DATE from field (#.17), and enter a comment
 in field (#1.08) "Inactivated to correct errors in the IB MT Night Comp
 job."
  
 Pre-Installation Instructions: 
 ------------------------------
 The pre-installation routine runs without user intervention. It is
 recommended to enable logging to record changes to any records.  
 Installation will take less than 5 minutes.
  
  
 Installation Instructions: 
 --------------------------
  
 1. Choose the PackMan message containing this build. Then select
     the INSTALL/CHECK MESSAGE PackMan option to load the build.
  
 2. From the Kernel Installation and Distribution System Menu, select the
     Installation Menu.  From this menu, 
    
     A. Select the Verify Checksums in Transport Global option to confirm 
        the integrity of the routines that are in the transport global. 
        When prompted for the INSTALL NAME enter the patch or build name
        IB*2.0*740.
       
     B. Select the Backup a Transport Global option to create
        a backup message. You must use this option and specify 
        what to backup; the entire Build or just Routines.
        The backup message can be used to restore the routines
        and components of the build to the pre-patch condition.
  
  
          i.  At the Installation option menu, select Backup 
              a Transport Global
          ii. At the Select INSTALL NAME prompt, enter your 
              build: IB*2.0*740
          iii. When prompted for the following, enter "R" for 
               Routines or "B" for Build.
  
                Select one of the following:
  
                       B         Build
                       R         Routines
  
                 Enter response: Build
  
          iv.  When prompted "Do you wish to secure your build? 
               NO//", press <enter> and take the default response 
               of "NO".
          v.   When prompted with, "Send mail to: Last name, First 
               Name", press <enter> to take default recipient. Add 
               any additional recipients.
          vi.  When prompted with "Select basket to send to: IN//", 
               press <enter> and take the default IN mailbox or select 
               a different mailbox.
  
  
     C. You may also elect to use the following options: 
          i.  Print Transport Global - This option will allow you to view
              the components of the KIDS build.
          ii. Compare Transport Global to Current System - This option will
              allow you to view all changes that will be made when this 
              patch is installed.  It compares all of the components of
              this patch, such as routines, DDs, templates, etc.
     
     D. Select the Install Package(s) option and choose the patch to 
        install, IB*2.0*740. 
      
      
          i.  When prompted 'Want KIDS to INHIBIT LOGONs during the
               install? NO//', answer NO
       
          ii. When prompted 'Want to DISABLE Scheduled Options, Menu 
               Options, and Protocols? NO//', answer NO

 Back-out/Rollback Strategy:
 ---------------------------
 Back-out will be done only with the concurrence and participation of 
 development team and appropriate VA site/region personnel. The decision 
 to back-out or rollback software will be a joint decision between 
 development team, VA site/region personnel and other appropriate VA 
 personnel.
  
 Prior to installing a KIDS patch, the site/region should have 
 saved a backup of the routine in a mail message using the Backup a 
 Transport Global [XPD BACKUP] menu option from the Kernel Installation 
 and Distribution System Menu and selecting the Installation Menu. 
  
 The back-out plan is to restore the routine from the backup created. 
 The  message containing the backed-up routine can be loaded with the 
 "Xtract PackMan" function at the Message Action prompt. The Packman 
 function "INSTALL/CHECK MESSAGE" is then used to install the backed up 
 routine onto the VistA System.   If the patch was backed up for the 
 build, from the Kernel Installation and Distribution System Menu, select 
 the Installation Menu.  Select the Install Package(s) option and choose 
 the patch (IB*2.0*740b) to install.
  
  
 Validation of Back-out Procedure:
 ---------------------------------
 The Back-out Procedure can be verified by printing the first 2 lines of 
 the routine contained in this patch using the option First Line Routine 
 Print [XU FIRST LINE PRINT]. Once the routine contained in the IB*2.0*740 
 patch has been backed out, the first two lines of the routine will no 
 longer contain the designation of this patch in the patch list section on 
 line 2.
