 IMPORTANT NOTES:
  
 EAS*1*223 MUST BE INSTALLED BEFORE DG*5.3*1110.
  
 DG*5.3*1110 is an emergency patch.  Means Test thresholds and Maximum
 Annual Rates of Pension for calendar year 2024 must be in production prior
 to January 1st, 2024. This patch must be installed by December 30th, 2023.

 The Means Test thresholds for calendar year 2024 are distributed with this
 patch. Registration patch DG*5.3*1110 installs the new Means Test
 thresholds in the MAS PARAMETERS (#43) file and the Maximum Annual Pension
 Rate in the PARAMETERS (#8989.5) file.
  
 The post-installation routine, DG531110P, will install a new subentry for 
 calendar year 2024 in the MEANS TEST DATA (#250) sub-file of the MAS
 PARAMETERS (#43) file. It also creates the entries below for calendar year
 2024 in the PARAMETERS (#8989.5) file:
  
   - DGMT MAPR GLOBAL RATE 
   - DGMT MAPR 0 DEPENDENTS  
   - DGMT MAPR 1 DEPENDENTS 
   - DGMT MAPR N DEPENDENTS
  
 The Means Test Threshold Entry/Edit [DG MEANS TEST THRESHOLD EDIT] option
 displays the 2024 calendar year Means Test Thresholds as shown in the

 (income year 2023).
  
 Resolution:

 The post-installation routine, DG531110P, will install a new subentry for
 calendar year 2024 in the MEANS TEST DATA (#250) multiple field of the MAS
 PARAMETERS (#43) file. 
  
 Six subfields within the multiple will be set with the new Means
 Test threshold data values as follows:
  
    - MEANS TEST DATA (#.01) - 2024
    - MT COPAY EXEMPT VET INCOME (#2) - $41,125
    - MT COPAY EXEMPT 1ST DEP INCOME (#3) - $8,224
    - MT COPAY EXEMPT INCOME PER DEP (#4) - $2,831
    - THRESHOLD PROPERTY (#8) - $80,000
    - CHILD INCOME EXCLUSION (#17) - $14,600
  
 In addition, this patch will set the following entries in the 
 PARAMETERS (#8989.5) file for income year 2023 to:

 Pre/Post Installation Overview:
  
 A post-install routine creates a sub-entry in the MAS PARAMETERS (#43) 
 file for the 2024 calendar year.  It also creates new entries in the 
 PARAMETERS (#8989.5) file for the 2024 calendar year and displays a 
 message to the installer. See installation 
 example below in Post-Installation Instructions. 
  
 Pre-Installation Instructions:
  
 This patch may be installed with users on the system, although it is
 recommended that it be installed during non-peak hours to minimize
 potential disruption to users.  This patch should take less than 5 minutes
 to install.
  
 Installation Instructions:
  
 1.  Choose the PackMan message containing this build. Then select 
     the INSTALL/CHECK MESSAGE PackMan option to load the build.
  
 2.  From the Kernel Installation and Distribution System Menu, 
     select the Installation Menu.  From this menu, 
  
     A.  Select the Verify Checksums in Transport Global 
         option to confirm the integrity of the routines that 
         are in the transport global. When prompted for the 
         INSTALL NAME enter the patch or build name DG*5.3*1110.
  
         NOTE: Using <spacebar><enter> will not bring up a 
               Multi-Package build even if it was loaded 
               immediately before this step. It will only 
               bring up the last patch in the build.
  
         
     B. Select the Backup a Transport Global option to create
        a backup message. You must use this option and specify 
        what to backup; the entire Build or just Routines.
        The backup message can be used to restore the routines
        and components of the build to the pre-patch condition.
  
          i.  At the Installation option menu, select Backup 
              a Transport Global
          ii. At the Select INSTALL NAME prompt, enter your 
              build DG*5.3*1110
          iii. When prompted for the following, enter "R" for 
               Routines or "B" for Build.
  
                Select one of the following:
  
                       B         Build (including Routines)
                       R         Routines Only
  
              Enter response: Build
  
          iv.  When prompted "Do you wish to secure this message? NO//",
               press <enter> and take the default response of "NO".
          v.   When prompted with, "Send mail to: Last name, First 
               Name", press <enter> to take default recipient. Add 
               any additional recipients.
          vi.  When prompted with "Select basket to send to: IN//", 
               press <enter> and take the default IN mailbox or select 
               a different mailbox.
  
     C. You may also elect to use the following options: 
          i.  Print Transport Global - This option will allow 
              you to view the components of the KIDS build.
          ii. Compare Transport Global to Current System - This 
              option will allow you to view all changes that will 
              be made when this patch is installed.  It compares 
              all of the components of this patch, such as 
              routines, DDs, templates, etc.
  
     D. Select the Install Package(s) option and choose the 
        patch to install. 
   
          i.  If prompted 'Want KIDS to Rebuild Menu Trees Upon 
              Completion of Install? NO//', answer NO.
          ii. When prompted 'Want KIDS to INHIBIT LOGONs during the 
              install? NO//', answer NO.
          iii. When prompted 'Want to DISABLE Scheduled Options, Menu 
              Options, and Protocols? YES//', answer YES.
            
            a. When prompted 'Enter options you wish to mark as 
               'Out Of Order':', select the following option<s>:

 Due to the complexity of this patch, it is not recommended for back-out, 
 and a restore from a backup of the Transport Global should not be 
 attempted. In the event that an installer decides to back out this patch, 
 the patch installer should contact the Enterprise Service Desk (ESD) to 
 submit a help desk ticket.
