Description:
============

  The Office of Community Care (OCC) is requesting system enhancements to
  the Veterans Health Information Systems and Technology Architecture
  (VistA) Integrated Billing (IB) and Accounts Receivable (AR) software
  modules.
  
  The goal of this enhancement is to increase timeliness and collections of
  billable Non-Veterans Affairs (VA) care services. Enhancements to the
  existing VistA IB and AR software applications would allow for increased
  efficiency in workflow processes leading to best practices that would
  ultimately be reflected in improved customer service to our Veteran
  population.
  
  In order to meet these goals, this patch:
  
  1. Creates a new Report, called the INDIAN ATTESTATION COPAY EXEMPTION
     REPORT, which identifies Medical, Pharmay, and/or Non-Institutional
     Long Term Care copayments that may be cancelled.
  
  2. Adds a new Cancellation Reason, called INDIAN ATTESTATION, to the IB 
     CHARGE REMOVE REASON file (#350.3).
  
  3. Updates IB CANCEL/EDIT/ADD to prevent copayments when a Veteran is a 
     Native American Veteran.
  
  4. Prevents <UNDEFINED>FPINPT1+9^IBEFURF errors from occurring when 
     running the RCDP CLAIMS MATCH option.

  INC25413713 - <UNDEFINED>FPINPT1+9^IBEFURF occurring during nightly KPAS 
                CPAC FIRST PARTY EXTRACT processing
  
  Issue:
  ------
  When the KPAS CPAC FIRST PARTY EXTRACT options runs, it halts with a 
  <UNDEFINED>FPINPT1+9^IBEFURF error message due to missing 1st party 
  billing information.  This also affects users using the RCDP CLAIMS 
  MATCH option.
  
  Resolution:
  -----------
  Updated both options to check for the existence of 1st Party Billing 
  Data before trying to use it to match a 1st Party bill to a 3rd Party 
  Claim.

  This patch may be installed with users on the system although it is 
  recommended that it be installed during non-peak hours to minimize
  potential disruption to users.  This patch should take less than 5 
  minutes to install.             
   
   
  Installation Instructions:
  --------------------------
  1.  Choose the PackMan message containing this build. Then select 
      the INSTALL/CHECK MESSAGE PackMan option to load the build.
  
  2.  From the Kernel Installation and Distribution System Menu, 
      select the Installation Menu.  From this menu, 
  
     A.  Select the Verify Checksums in Transport Global 
         option to confirm the integrity of the routines that 
         are in the transport global. When prompted for the 
         INSTALL NAME enter the patch IB*2.0*716.
  
  
     B. Select the Backup a Transport Global option to create a backup 
        message of any routines exported with this patch. For each patch 
        you can specify what to backup; the entire Build or just Routines.
        When asked to specify what to backup, select Build. It is NOT
        recommended to use this backup to restore the system as it will NOT
        restore your system to pre-patch condition.
   
        When prompted for a response, select Build
