This patch contains the Minimal Viable Product (MVP) for Automated Community Care (ACC) claims processing which streamlines the billing of third-party insurance for veterans seen by outside providers for care which is not service connected. Fully paid claims are sent from Payer EDI to the Transaction Applications Suite (TAS) where they are routed to the corresponding VA Medical Center (VAMC) for consumption and either automatically billed (no-touch) to the veteran's insurance or dropped to the appropriate worklist in VistA for manual determination if a billable opportunity exists. This leverages the existing TAS system architecture as well as the VistA third-party billing system for claim transmission. This key is needed to successfully add an APPLICATION PROXY using an approved kernel API. An environment check routine verifies the installer has the key before proceeding to the installation. If the installer does not hold the key, the system displays a message and then aborts. The pre install routine sets the TEST or PRODUCTION (#.08) field of the PAYER ID - COB SWITCH (#364.8) file to 0 (Production) if it is blank, and removes an entry from IB FORM FIELD CONTENT (#364.7) file which is included in the build.
