Description:

 The Pharmacy Enterprise Custom System (PECS) application, through a
 web-based Graphical User Interface (GUI), allows Veterans Health 
 Administration (VHA) pharmacists and clinicians to research and request
 custom changes to Drug-Drug Interaction, Drug Pairs, Dose Range, Duplicate
 Therapy, and Professional Monograph records, controlling access through a
 role based authorization. VHA Pharmacy Benefits Management (PBM)
 periodically (as needed in support of Department of Veterans Affairs (VA)
 procedures and priorities) prepare, review, and approve the
 customizations, which result in VA Custom drug data, which will supersede
 or enhance the industry standard First Databank (FDB) drug data.
  
 This patch provides for the following platform related activity (no code 
 changes):
  
 1. PECS-724 PECS Internal Single Sign-On to Entra ID Migration
  
 Note: Change involves Apache configuration module change as well as 
 associated configuration and Entra ID configuration on the server.

 The PECS application currently relies on SiteMinder for authentication,  
 a platform that is being phased out and will no longer meet enterprise
 security or compliance requirements. Continuing to operate on SiteMinder 
 will result in non VA compliance and may prevent users from accessing 
 PECS due to unsupported SiteMinder licensing after 4/1/2026.
