INC20867889 - Tier 2 requests urgent assistance with hundreds of out of balance patient accounts and other issues caused by released, out of warranty patches PRCA*4.5*382 and PRCA*4.5*385 Problem: -------- Patch PRCA*4.5*382 was released nationally to reverse any interest/Admin Fee for a certain time frame. The patch caused multiple issues at sites: subtracting interest/admin fee from zero balances for interest and/or admin fee, creating negative amounts in the bills total node that looks like the following: principle bal;interest;admin fee;marshall fee;court cost The patch was not outside the 30-day warranty as sites reported the problems quickly after install. Patch PRCA*4.5*385 attempted to correct the negative postings where interest/admin fee was subtracted from a 0 amount in patch PRCA*4.5*382. However, this patch caused further damage at the three test sites where it was also installed in production. As a result of these patches, sites may have negative values in the interest or admin fee fields or subsequently, erased by subsequent transactions that have affected the bill total node. Sites have hundreds of bills with a discrepancy error when the balances from the last statement plus subsequent transaction activity over the next month does not equal the current total for all the debtor's bills. Additionally, patch PRCA*4.5*385 injected minus signs in the AR TRANSACTION (#433) file by trying to reverse the error in patch PRCA*4.5*382 via an adjustment decrease transaction with a negative amount, thus adding the amount back on interest or admin fee. Also, the received dollars side of the bill balance node was deleted. Lastly, any running of the statements after the installation of patch PRCA*4.5*382 (any minus sign appearing in the bill balances) led to minus signs bleeding into the event file for the current balance of the statement. It is this current balance that the next statement run uses for the next month statement and the discrepancy reporting uses ensuring a debtor is in balance. With the passage of time the minus affect reached deeper and deeper into the Account Receivable (AR) system based on any subsequent activity to any debtor's bills. Resolution: ----------- In order to correct the issue, all bills that were impacted due to the interest/admin reversals had to be located by searching through all transactions for a transaction with a description 'PANDEMIC REVERSAL' and recalculate the entire bill as there was no longer any trustworthy balance on any bill affected. The task involves the following: a. Find all bills having a 'PANDEMIC REVERSAL' transaction from either patch PRCA*4.5*382 or PRCA*4.5*385. b. Recalculate all bills for a debtor using the transaction node for how the transaction was posted across the various bill totals by transaction type. During this rebuild of a bill's totals, the transaction history of posting could not be used as it was concluded the decisions for how it was posted could be against an already incorrect balance. Hence, from the first pandemic forward, reverted to a manual posting of transactions based on how each transaction type should be posted. This produced a corrected bill balance node for each affected. c. Once all the bills are recalculated for a debtor, it can then be determined if the entire debtor is in balance over all bills. The discrepancy check is for the entire history of the bills and any transactions. It is NOT based on the last month of activity added onto previous statement balances, as those previous statement balances may be inaccurate. d. Additionally, since the entire debtor's balances are being recalculated, it determines the correct statement balances for the preceding month based on the site's day of statement compilation. This will allow statement processing to not go back in time but only show the activity added to the corrected balance on their next month's statements. e. Three reports were created: a. List any debtors that may still have a discrepancy. b. List any debtors that could be due a prepayment based on these new calculations. c. List all transactions that were modified to bring the bill into balance when decrease amount could not be fully posted due to lower balances found. f. A modification was made to the statement discrepancy report to to create a ^TMP("PRCAMRKC",$J,1,DEBTOR) to recalculate a debtor discrepancy, when possible.
