On June 15, 2009, the enrollment of veterans in healthcare will be increased for the first time since January 2003. This patch supports this initiative by changing the initial enrollment evaluation to incorporate the new rules governing the existing Priority Group 8. Currently, Priority Group 8 includes sub-priorities a, c, e, and g where groups a and c include enrolled veterans and sub-groups e and g are rejected. This patch adds two new enrollment sub-groups b and d whose definitions are as follows: Subgroup 8b includes 0% non-compensable service-connected veterans who apply for enrollment on or after 1/1/2009 and their current Income Year Means Test identifies income above the VA Means Test (MT) or Geographic Means Test (GMT) Threshold (whichever is higher) by 10% or less. This group also includes those 0% non-compensable service-connected veterans whose current Income Year Means Test shows net income under the MT Threshold and net income plus assets greater than or equal to eighty thousand dollars. Subgroup 8d includes Non-Service Connected veterans who apply for enrollment on or after 1/1/2009 and their current Income Year Means Test identifies income above the MT or GMT Threshold (whichever is higher) by 10% or less. This group also includes Non-Service Connected veterans whose current Income Year Means test shows net income under the MT Threshold and net income plus assets are greater than or equal to eighty thousand dollars. The Enrollment Group Threshold is set to sub-group 8d starting on 6/15/2009. This threshold allows those veterans in sub-groups 8b and 8d to be enrolled for healthcare. Any application dates manually entered as prior to 6/15/2009 will reflect the previous priority group designations. The Enrollment System provides the ultimate determination of enrollment and will continue to update VistA with final enrollment status. Data Dictionary Changes ======================== The Patient Enrollment (#27.11) and Enrollment Group Threshold (#27.16) data dictionaries are modified in this patch as follows: File 27.11 Field ENROLLMENT SUBGROUP (#.12) set of codes modified to allow additonal codes of 'b' and 'd'. File 27.16 Field EGT SUBGROUP (#.03) set of codes modified to allow 'd', and set to 'd' by the pre-installation routine DG53P803. INSTALLATION INSTRUCTIONS: =========================== This patch may be installed with users on the system. This patch should take no longer than 5 minutes to install. 1. Use the INSTALL/CHECK MESSAGE option on the PackMan menu to unload the KIDS distribution included with this message. NOTE: If the required patches are not installed, the transport global will be removed. If the transport global is removed you will need to repeat this step. 2. From the Kernel Installation and Distribution System Menu, select the Installation menu. 3. From this menu, you may elect to use the following options (when prompted for INSTALL NAME, enter DG*5.3*803): a. Compare Transport Global to Current System - this option will allow you to view all changes that will be made when the patch is installed. It compares all components of the patch (routines, DDs, templates, etc.). b. Verify Checksums in Transport Global - this option will allow you to ensure the integrity of the routines that are in the transport global. c. Print Transport Global - this option will allow you to view the components of the KIDS build. d. Backup a Transport Global - This option will create a backup message of any routines exported with this patch. It will not backup any other changes such as DD's or templates. 4. Use the Install Package(s) option and select the package DG*5.3*803. 5. When prompted 'Want KIDS to INHIBIT LOGONs during the install? NO//', respond NO. 6. When prompted 'Want to DISABLE Scheduled Options, Menu Options, and Protocols? NO//', enter N 7. Routine DG53P803 can be removed after the patch installation.
