Description:
============

 This patch addresses 3 issues:
  
 1. Medicaid inconsistency check isn't working when a field consistency
    edit check that is processed prior to it is set to DON'T CHECK. 
 2. When the SOCIAL SECURITY NUMBER field (#.09) of the PATIENT file (#2) 
    is updated, the PRIMARY LONG ID field (#.363) and the PRIMARY SHORT ID
    field (#.364) of the PATIENT file (#2) are not updated accordingly. 
 3. An undefined error is occurring during an attempt to close a Patient
    Treatment File (PTF) (#45) record via LOAD/EDIT PTF DATA [DG LOAD 
    PATIENT DATA] Option.

 Problem:
 --------   
  
    The Consistency Checker does not validate all designated fields
    when patient information is logged into the LOAD/EDIT PATIENT DATA  
    [DG LOAD PATIENT DATA].
      
   
 Resolution:
 ----------- 
  
    Routine ^DGRPC1 will be modified to allow all designated fields 
    to be processed correctly.
   
     
 2. INC0000000416259 - Pt. SSN changed but still shows up in anxillary 
                       software with old name
    
 Problem: 
 --------
  
    When the SOCIAL SECURITY NUMBER field (#.09) of PATIENT 
    file (#2) is updated, the PRIMARY LONG ID field (#.363) and 
    the PRIMARY SHORT ID field (#.364) of PATIENT file (#2) are

 Resolution:
 -----------
  
    The resolution has two parts.  The first part will require the data
    dictionary attributes for the ELIGIBILITY CODE file (#8) to be modified
    to make the ID FORMAT field (#9) a required field. This field will now
    have the following as help text:
    
           Select the ID format to be used.
    
    A pre-install routine, ^DG53P861, will be installed to update all ID 
    FORMAT fields (#9) of the ELIGIBILITY CODE file (#8) that are currently 
    undefined.  All ID FORMAT fields (#9) that do not have a value will be 
    set to VA STANDARD.
    
 3. INC0000000615215 - $ZE=<UNDEFINED>CLS+19^DGPTF2 *DGREL
   
 Problem:
 --------   
  
    A sporadic undefined error is encountered when an attempt is made to close
    a PTF record using the LOAD/EDIT PATIENT DATA  [DG LOAD PATIENT DATA]
    Option.
  
    
 Resolution:
 -----------  
   
    The problem is that information needed by the Registration Package is 
    deleted prematurely.  The PTF CORRECTIONS routine, ^DGPTF2, will be 
    modified to reset the information when needed.

    If installed during the normal workday, it is recommended that the
    the Registration users be off the system. Other VISTA users will 
    not be affected.
  
    Install Time - less than 2 minutes.
  
    1.   Choose the PackMan message containing this patch and invoke the
         INSTALL/CHECK MESSAGE PackMan option.
  
    2.   Start up the Kernel Installation and Distribution System Menu
         [XPD MAIN]:
  
             Edits and Distribution ...
             Utilities ...
             Installation ...
             Patch Monitor Main Menu ...
  
       Select Kernel Installation & Distribution System Option: INStallation
  
            1      Load a Distribution
            2      Verify Checksums in Transport Global
            3      Print Transport Global
            4      Compare Transport Global to Current System
            5      Backup a Transport Global

                   Restart Install of Package(s)
                   Unload a Distribution
  
       Select Installation Option:
  
     3.   From this menu, you may elect to use the following options
          (When prompted for the INSTALL NAME, enter DG*5.3*861):
  
          a. Print Transport Global - this option will allow you to view
             the components of the KIDS build.
          b. Compare Transport Global to Current System - This option will
             allow you to view all changes that will be made when this patch
             is installed. It compares all components of this patch
             (routines, DD's, templates, etc.).
          c. Verify Checksums in Transport Global - This option will allow
             you to ensure the integrity of the routines that are in the
             transport global.
          d. Backup a Transport Global - This option will create a backup
             message of any routines exported with this patch. It will not
             backup any other changes such as DD's or templates.
  
     4.   Use the Install Package(s) option and select the package
          DG*5.3*861.
  
          a.  When prompted 'Want KIDS to INHIBIT LOGONs during the install?
              NO//', answer NO
          b.  When prompted 'Want to DISABLE Scheduled Options, Menu
              Options, and Protocols? YES//', answer YES.
