Background ---------- Suicide prevention is one of VA's top priorities. The rate of death by suicide among Veterans who do not use VA care is increasing at a greater rate than Veterans who use VA care. This is a national emergency that requires immediate action. Department of Veterans Affairs Secretary requested the ability to expand provisions for urgent mental health care needs to former service members with Other Than Honorable (OTH) administrative discharges. This includes expanding access to assist former OTH service members who are in mental health distress and may be at risk for suicide or other adverse behaviors. National Eligibility Code ------------------------- This patch implements EXPANDED MH CARE NON-ENROLLEE as a primary eligibility code in VistA Registration. This new code will be used to identify and track former service members with Other Than Honorable (OTH) administrative discharges. This group has been identified a "special eligibility population" falling into one of two established categories. These categories are OTH-EMERGENT (OTH-90) and OTH-EXTENDED. The primary eligibility code EXPANDED MH CARE NON-ENROLLEE is supplemented by a descriptor called the EXPANDED MH CARE TYPE. This is a new field in the VistA Patient File(#2). OTH-EMERGENT (OTH-90) --------------------- DG*5.3*952 implements VistA modifications for the special eligibility population that falls into the OTH-EMERGENT (OTH-90) category.
