The Veterans Experience Office and VHA Member Service has requested to use the existing Emergency Response Indicator (ERI) to indicate "PANDEMIC" to designate all patients being received/treated by VA due to the Coronavirus 19 (COVID-19) Pandemic. The indicator will allow for records to be identified at the patient level through the Registration production systems (VistA REE and Enrollment System), transmitted to all medical centers that have seen the affected patient, and made available to all interested application groups with a previous Patch DG*5.3*677. As the patient moves from place to place, the indicator will follow to ensure the proper processing of billing, etc. Users will be able to manually set this indicator for veterans and non-veterans affected by the pandemic. The current ERI processes include this flag in workload transmissions (inpatient, outpatient, etc.) to the National Patient Care Database (NPCD) to facilitate workload and cost capture for pandemic support. That functionality was released in 2005 with patches DG*5.3*678 & SD*5.3*459. NOTE: The software for this patch, DG*5.3*1011 is being distributed through the National Patch Module. Please refer to the 'SOFTWARE RETRIEVAL' and 'INSTALLATION INSTRUCTIONS' sections of this patch description for the instructions on how to acquire, install, and implement the patch software. The purpose of this patch is to address the workload reporting for inpatient and outpatient services regarding the Pandemic of the Novel Coronavirus 19 (COVID-19) within PTF & Census transmissions to the National Patient Care Database (NPCD). ============================================================================= TECHNICAL OVERVIEW ------------------ 1. Modify the ERI flag sent to the legacy PTF/Census message transmission. The value of "P", "K", or space will be transmitted in column 96 of the "101" Patient Demographics Segment. 2. Add a pre-installation routine DG531011P which moves Hurricane Katrina data for Veterans into a ^XTMP global for storage. 3. Allow the PANDEMIC indicator to be viewable in Application Program Interface (API) $$EMGRES^DGUTL. Integration Control Registration (ICR) 4800 will need to be updated in FORUM to reflect PANDEMIC post release. 4. Modify the Emergency Response Indicator field (#.181) in the PATIENT file (#2) to remove the set of code of 'K' for HURRICANE KATRINA and add 'P' for PANDEMIC. 5. Receive the updated indicator 'P' from the HEC in the ZPD segment, sequence 40, in the Z11 message. 6. Make the PANDEMIC indicator enterable and editable through the Load/Edit Patient Data [DG LOAD PATIENT DATA], Preregister a Patient [DGPRE PRE-REGISTER OPTION], and Register a Patient [DG REGISTER PATIENT] options. 7. Allow the indicator viewable through the Patient Inquiry [DG PATIENT INQUIRY] and View Registration Data [DG REGISTRATION VIEW] options. The Health Level Seven (HL7) incoming/outgoing filers should be stopped. Stop All Messaging Background Processes by using the [HL STOP ALL] option on the Filer and Link Management Options [HL MENU FILER LINK MGT] menu on the HL7 Main Menu [HL MAIN MENU]. 2. This patch may be installed with users on the system; although it is recommended that it be installed during non-peak hours to minimize potential disruption to users. This patch should take less than 5 minutes to install. Installation Instructions ------------------------- 1. Choose the PackMan message containing this patch. 2. Choose the INSTALL/CHECK MESSAGE PackMan option. 3. From the Kernel Installation and Distribution System Menu, select the Installation Menu. From this menu, you may elect to use the following options. When prompted for the INSTALL NAME enter the patch# (DG*5.3*1011): a. Backup a Transport Global - This option will create a backup message of any routines exported with this patch. It will not backup any other changes such as DD's or templates. b. Compare Transport Global to Current System - This option will allow you to view all changes that will be made when this patch is installed. It compares all components of this patch (routines, DD's, templates, etc.). c. Verify Checksums in Transport Global - This option will allow you to ensure the integrity of the routines that are in the transport global. 4. From the Installation Menu, select the Install Package(s) option and choose the patch to install. 5. When prompted 'Want KIDS to Rebuild Menu Trees Upon Completion of Install? NO//', respond NO. 6.
