============================================================================= Run Date: SEP 29, 2020 Designation: DG*5.3*1032 Package : DG - REGISTRATION Priority: Mandatory Version : 5.3 SEQ #892 Status: Released Compliance Date: OCT 30, 2020 ============================================================================= Subject: DG*5.3*993 - REGISTRATION, DISPOSITION AND ADMISSION ISSUES Category: - Informational Description: ============ This patch provides information and workarounds for several defects introduced by DG*5.3*993 SEPARATE PATIENT REGISTRATION FROM ENROLLMENT. Patch DG*5.3*993 was recently released to support the Health Eligibility Center (HEC), which has a need to separate registration events from enrollment events. Please refer to the 'Defect Tracking System Ticket(s) & Overview' section of this patch for a description of the issues. Emergency patch DG*5.3*1031 will be released to address the issues with Admission and Disposition. An additional emergency patch will be released to address the registration issue with the "DO YOU WISH TO ENROLL?" prompt. SECTION 1: Admit a Patient - Unable to Exit Message ========================================================================== In the Admit a Patient [DG ADMIT PATIENT] option, when admitting or editing an existing patient, an incorrect message may display. A message added with DG*5.3*993, "Use Register a Patient to add a new patient." displays intermittently either after the Admission Date confirmation, or after the "Patient Admitted" message. The incorrect message repeats and the user must abort the session. This behavior may also be observed in the Detailed Inpatient Inquiry [DG INPATIENT INQUIRY EXTENDED] and the Extended Bed Control [DG BED CONTROL EXTENDED] options. This issue has been reported at Ann Arbor, Battle Creek, Lexington, and Louisville sites. The workaround is to use the Establish PTF Record from Past Admission [DG PTF CREATE] option to create the PTF record. The admission can be completed with either the Admit a Patient [DG ADMIT PATIENT] option or the Extended Bed Control [DG BED CONTROL EXTENDED] option if needed. Notifications to downstream packages and other systems including Pharmacy do not take place and must be manually triggered. For further assistance, users may submit a Your IT Services ticket with the Enterprise Service Desk (ESD); the ticket will be assigned to the NATIONAL PIMS TEAM. SECTION 2: Admit a Patient - Incorrect Message Displays ========================================================================== In the Admit a Patient [DG ADMIT PATIENT] and the Extended Bed Control [DG BED CONTROL EXTENDED] options, when admitting an existing patient, an incorrect message displays after the "PRIMARY PHYSICIAN:" prompt. The user should disregard the message, press RETURN a few times and proceed with admitting the patient. This issue has only been reported at the Battle Creek site. * BEGIN SCREEN CAPTURE * Select ADMISSION DATE: AUG 27,2020@07:38:31// ADMISSION DATE: AUG 27,2020@07:38:31// DOES THE PATIENT WISH TO BE EXCLUDED FROM THE FACILITY DIRECTORY?: NO // ADMITTING REGULATION: NSC// 6 TYPE OF ADMISSION: DIRECT// DIAGNOSIS [SHORT]: TESTING// WARD LOCATION: 82-1A// ROOM-BED: FACILITY TREATING SPECIALTY: GENERAL MEDICAL(ACUTE MED) // PRIMARY PHYSICIAN: DECPROVIDER,TEST// decprovider,te DECPROVIDER,TEST A MAB 111 MEDICAL SERVICE PHYSICIAN Use Register A Patient option to add a new person. ATTENDING: DECPROVIDERTWO,TESTTWO * END SCREEN CAPTURE * SECTION 3: Disposition an Application - Hard Error ========================================================================== In the Disposition an Application [DG DISPOSITION APPLICATION] option, the user is logged out of the VistA session unexpectedly. This behavior was observed on the day the DG*5.3*993 patch was installed and is not expected to reoccur. However, if it should occur, the workaround is to disposition the record again later. The user may need to complete the disposition the next day. For further assistance, users may submit a Your IT Services ticket with the Enterprise Service Desk (ESD); the ticket will be assigned to the NATIONAL PIMS TEAM. SECTION 4: "DO YOU WISH TO ENROLL?" Prompt for ENROLLED Patient ========================================================================== DG*5.3*993 introduced the "DO YOU WISH TO ENROLL?" prompt at the beginning of the Register a Patient [DG REGISTER PATIENT] option (moved from the end of the option and reworded). This prompt sometimes displays for an existing, enrolled patient. Workaround: 1. In the Register a Patient [DG REGISTER PATIENT] option, the "DO YOU WISH TO ENROLL?" prompt may display for an existing enrolled patient, such as a patient being transferred to the site. If the patient exists at the site, the user should exit the "DO YOU WISH TO ENROLL?" prompt by entering "^", and use the Load/Edit Patient Data [DG LOAD PATIENT DATA] option to update the patient record. 2. If the Register a Patient [DG REGISTER PATIENT] option must be used (such as to transfer a new patient to the site), the user should enter YES at the "DO YOU WISH TO ENROLL?" prompt if the Veteran is enrolled or wishes to enroll. The user should answer NO to the appointment question that follows this prompt if the Veteran is enrolled or wishes to enroll. Responding YES to the appointment question could return the Veteran to the site's New Enrollee Appointment Request (NEAR) list. * BEGIN SCREEN CAPTURE * DO YOU WISH TO ENROLL? YES APPLICATION DATE: NOW// Do you want an appt. with a VA doctor/provider as soon as available?: YES// NO * END SCREEN CAPTURE * 3. In the Register a Patient [DG REGISTER PATIENT] option, if ES has partial information for a Veteran (but no enrollment determination), and a VistA user registers a Veteran that is new to the site, the user may not be presented with the "DO YOU WISH TO ENROLL?" prompt. If the patient has not previously been registered at a Veterans Health Administration (VHA) site, ES will set the enrollment status to REGISTRATION ONLY, as ES is unable to distinguish it from a record added to the site by an interface such as Compensation and Pension Record Interchange (CAPRI). Use ES to change "DO YOU WISH TO ENROLL?" to YES if the Veteran is enrolling. 4. Technical Discussion: Currently, the "DO YOU WISH TO ENROLL?" prompt displays in the Register a Patient [DG REGISTER PATIENT] option in part by determining whether a patient is known to ES. The system looks for a record with a value of "200ESR" in the INSTITUTION (#.02) field of the TREATING FACILITY LIST (#391.91) file and "200ESR" in the STATION NUMBER (#99) field of the INSTITUTION (#4) file. The "DO YOU WISH TO ENROLL?" prompt displays if the above criteria are FALSE and additional unrelated criteria are met. Due to issues such as timing, the TREATING FACILITY LIST (#391.91) file may not have the latest information as to whether the patient is known to ES. In addition, some enrolled patients such as Health Eligibility Center (HEC) legacy, do not have an enrollment determination in ES.
