The following enhancements exported in this patch are needed for continued support of external applications that interact with the Master Patient Index (MPI). Enhancement #1 MPI has enhanced the existing 'Proxy Add' process in continued support of the addition/creation of new Interfacility Consult (IFC) patients in routine VAFCPTAD, by defining a new OPTIONAL parameter 'ENROLLMENT' in the Remote Procedure Call (RPC) [VAFC VOA ADD PATIENT]. If this optional 'ENROLLMENT' parameter has been defined and set equal to 1, then an Enrollment/Eligibility query message will be automatically triggered to the Health Eligibility Center (HEC) once the IFC patient has been successfully added/created in the PATIENT (#2) file. The transmission of the enrollment/eligibility query to HEC will allow the identity/registration of the IFC patient at the site to be further defined, thereby creating a more complete VistA record. Additional updates were also made to ensure that this process is more proactive in creation of records instead of logging an issue requiring manual review/processing, by allowing these additions to the PATIENT (#2) file to be created even if any of the non-required fields have data issues. These optional field errors will therefore be ignored when creating the record in the PATIENT (#2) file as long as the required fields still exist and are valid. Finally, to allow creation of a more complete PATIENT (#2) file record, additional optional parameters will be added to this process for populating in the patient's record if values are transmitted. NOTE: The description in the RPC [VAFC VOA ADD PATIENT] has been updated to reflect the following additional new OPTIONAL parameters: - ENROLLMENT - ResAddL1 Street Address Line 1 - ResAddL2 Street Address Line 2 - ResAddL3 Street Address Line 3 - ResAddCity City - ResPhone Home Phone - ResAddProvince Province Foreign Address - ResAddPCode Postal Code - ResAddCountry Country Code Foreign Address Enhancement #2 The existing set-of-code values for the SELF IDENTIFIED GENDER (#.024) field in the PATIENT (#2) file have been updated to provide a consistent set of Self-Identified Gender Identity (SIGI) values between VistA, CERNER/Millennium and the MPI applications. The 'FOR' values for the existing codes TM, TF and N have been modified while the new code entry for ['B' for Non-Binary] has been added to the list. Before: 'M' FOR Male; 'F' FOR Female; 'TM' FOR Transmale/Transman/Female-to-Male; 'TF' FOR Transfemale/Transwoman/Male-to-Female; 'O' FOR Other; 'N' FOR individual chooses not to answer; After: 'M' FOR Male; 'F' FOR Female; 'TM' FOR Transgender Male; 'TF' FOR Transgender Female; 'O' FOR Other; 'N' FOR Does not wish to disclose; 'B' FOR Non-Binary; NOTE: The corresponding SIGI changes on the MPI will be released in patch MPI*1.0*139. Finally, it was determined that the display and update for the SIGI field within the Load/Edit Patient Data [DG LOAD PATIENT DATA] menu option had been hard-coded upon release of patch DG*5.3*907 and wasn't reflecting the new and updated SIGI values noted above when executed. Therefore the hard-coded references in the associated routines DGRP1 (Display) and DGRPECE (Update) have been removed and replaced with applicable Data Dictionary (DD) references to ensure that the display is dynamic and automatically reflects what is stored/defined in the SELF IDENTIFIED GENDER (#.024) field in the PATIENT (#2) file. Back-Out Plan ------------- This patch contains routines, RPC and Data Dictionary changes. In the event that it is determined that this patch should be backed out, the site should restore the original routines (DGRP1, DGRPECE and VAFCPTAD) using the back-up message created during the patch installation (Step 2B) and then submit a ServiceNow (SNOW) ticket so that the development team can evaluate and assist with the restoration of the PATIENT (#2) file Data Dictionary (DD) change. Note: The change to the RPC [VAFC VOA ADD PATIENT] was ONLY a description change and can remain as it will be compatible with the existing functionality. This process should only be done with the concurrence and participation of the development team and the appropriate VA Site/Region personnel.
