OVERVIEW **** NOTE Any existing instances of the Z07 inconsistencies that appear on the Inconsistent Data Elements Report [DG CONSISTENCY PRINT] before installation of this patch will remain on the report after installation even if the data is corrected. Sites need to run the option Purge Inconsistent Data Elements [DG CONSISTENCY PURGE] before the installation in order to clear the Inconsistent Date file (#38.5). Entries in the Inconsistent Data file will be rebuilt the next time the nightly IVM Background [IVM BACKGROUND JOB] job is run. Running the Purge Inconsistent Data Elements option is a one-time solution for these circumstances. This patch will be distributed as a hostfile with IVM*2.0*127. Please refer to the IVM patch description for details of the IVM portion of this distribution. Several consistency checks that can prevent an HL7 Z07 (full data transmission) message from being sent to the Health Eligibility Center (HEC) are turned off by this patch concerning the Z07 generation. the following registration consistency checks are affected: - (#75)- CONFLICT TO DT BEFORE FROM DT - This inconsistency results when a conflict to date is prior to a conflict from date. The following date fields can trigger this inconsistency: SOMALIA FROM DATE, SOMALIA TO DATE, YUGOSLAVIA FROM DATE, YUGOSLAVIA TO DATE, PANAMA FROM DATE, PANAMA TO DATE, GRENADA FROM DATE, GRENADA TO DATE, LEBANON FROM DATE, LEBANON TO DATE, VIETNAM FROM DATE, VIETNAM TO DATE, GULF WAR FROM DATE, GULF WAR TO DATE. - (#76) - INACCURATE CONFLICT DATE - This inconsistency results when a conflict from and/or to date is not within the designated date ranges for the specific conflict. The following date fields can trigger this inconsistency: SOMALIA FROM DATE, SOMALIA TO DATE, YUGOSLAVIA FROM DATE, YUGOSLAVIA TO DATE, PANAMA FROM DATE, PANAMA TO DATE, GRENADA FROM DATE, GRENADA TO DATE, LEBANON FROM DATE, LEBANON TO DATE, VIETNAM FROM DATE, VIETNAM TO DATE, GULF WAR FROM DATE, GULF WAR TO DATE. - (#78) - INACCURATE COMBAT DT/LOC - This inconsistency results when the COMBAT from and/or to date is not within the designated date range for the specified COMBAT LOCATION. ** NOTE - With regard to the registration consistency checks, these items will continue to be generated via the Load/Edit Patient Data [DG LOAD PATIENT DATA] and/or the Register a Patient [DG REGISTER PATIENT] options; however, they will no longer prevent data updates from being transmitted to the HEC. Patch DG*5.3*653, Enrollment VistA Changes Release 1, implemented additional consistency checks that can prevent a HL7 Z07 transmission from being sent to the HEC. The following inconsistencies are not viewable via the registration module and can only been seen via the Inconsistent Data Elements Report [DG CONSISTENCY PRINT] or the Z07 Build Consistency Check [DG Z07 CONSISTENCY CHECK] options. This patch turns off the following Z07 consistency checks: - (#306) - VALID SSN/PSEUDO SSN REQUIRED - This inconsistency will be result via the nightly IVM BACKGROUND JOB when the patient has an event to be transmitted to the HEC and they do not have a valid SSN or Pseudo SSN. - (#307) - PSEUDO SSN REASON REQUIRED - This inconsistency will result via the nightly IVM BACKGROUND JOB when the patient has an event to be transmitted to the HEC and the following is true: a Pseudo SSN number is entered for a person (patient), spouse, or other dependents and a Pseudo SSN reason is not present for the effected individual. - (#409) - AGREE TO PAY DEDUCT INVALID - A Means Test is present, the status of the test is either MT Co-Pay Required, GMT Co-Pay Required or Pending Adjudication and Agree to pay Deductible is null. Because many records fail to pass these consistency checks, patient data (both financial and administrative) is prevented from ever reaching the HEC database. This patch contains a post-install routine that updates the USE FOR Z07 CHECK (#6) field in the INCONSISTENT DATA ELEMENTS file (#38.6) and allows the Z07 messages to be sent even if conditions causing failure of CC 75, 76, 78, 306, 307 or 409 are present. VHA Directive 2007-019, VETERANS HEALTH INFORMATION AND TECHNOLOGY ARCHITECTURE (VISTA) CONSISTENCY CHECKS, will be amended to exclude those 6 consistency checks from preventing the transmission of the Z07 message to HEC. If this course is not practical, sites must run the Purge Inconsistent Data Elements [DG CONSISTENCY PURGE] option to remove these inconsistencies from the report. The inconsistencies that are not being inactivated will re- appear on the report once the IVM Background Job is run [IVM BACKGROUND JOB]. Failure to clean up this report before the installation of this patch could result in these inconsistencies, which are no longer valid, remaining indefinitely on the report. If installed during the normal workday, it is recommended the following menu options be disabled to prevent possible conflicts while running the KIDS Install. Other VISTA users will not be affected.
