Description:

 During the transmission path from Compensation and Pension Record
 Interchange (CAPRI) to Veterans Benefits Management System (VBMS) the
 proxy servlet would make connection to Data Access Service (DAS)
 and begin the transmission process.  This process is paused with 2-5 bites
 left of the transmission while authentication to the CLAIMS server is made
 to validate the transmission is coming from a valid source.  If the
 authentication failed for any reason (bad source or CLAIMS server being
 down), the connection between Proxy and DAS is cut and
 creates and End of File error on DAS's side because they never received 
 the full file.  The fix for this is to modify the proxy code to hold
 connection to DAS until after the authentication process has completed.
