  Note:  This patch is being released in support of the Enrollment Customer
         Enhancements (ECE) and Enrollment System Enhancements projects and
         the Enrollment System (ES) 4.1 release.  EAS*1*113 (Enrollment
         Application System) is released with DG*5.3*871 (Registration),
         DG*5.3*890 (Registration),DG*5.3*891 (Registration), DG*5.3*901
         (Registration), DG*5.3*904 (Registration), DG*5.3*906 (Registration)
         and IVM*2*160 (Income Verification Match) in host file
         DG_53_P891.KID.
   
         It is imperative that this patch be installed no later than the
         compliance date.  Your understanding and support is appreciated.

  The Health Eligibility Center (HEC) requested modifications to the
  Enrollment System (ES) to support the requirements of the Veterans
  Financial Assessment initiative.
 
   
  This patch modifies the Enrollment Application System v1.0 application as
  described below:
  
      Add a Beneficiary Travel Bulletin.
   ----------------------------------------------------------
   Due to the Income Verification Match (IVM) process, the BT CLAIMS
   PROCESSING Mailgroup will be automatically created in VistA with the
   installation of this patch. Sites are responsible for determining the
   appropriate membership for the Mailgroup and adding those users.
   Messages will contain notification of a change in the Veteran's BT
   Financial Indicator status. The bulletin that will be loaded with
   this patch is called EAS BT CLAIMS PROCESSING.
  
  
   The bulletin will be sent to each member of the Mailgroup and will
   contain the following information:
  
   Mail Message From: Health Eligibility Center    Date: MM/DD/YYYY HH:MM
   Subject: IVM-Beneficiary Travel Financial Indicator upload FOR<DFN>
  
   An Income Verification Match verified Beneficiary Travel information
   has been uploaded for the following patient.
  
   Patient Name:
   LAST 4 OF SSN:

   DFN:
   STATION NUMBER:

   Income Year of Conversion:
  
   - When a converted/reversal Rx Copay Test is received from IVM, a
     check will be done to see if the BT Financial Indicator is
     different than the BT Financial Indicator on file.  (e.g. the
     new Financial Indicator is 1 (YES) and the BT Financial Indicator on 
     File is 0 (No),or the new status is 0 (NO) and the BT Financial 
     Indicator on File is 1 (Yes) or a null).
   - If the BT Financial Indicator has changed, a bulletin 
     will be sent to the BT CLAIMS PROCESSING Mail group.
  
    HL7 Changes

   - The Z06 reciever is modified to process and store the BT Financial
     Indicator received from ES, in the ZMT-31 segment-sequence, to the
     BT FINANCIAL INDICATOR (#4) field of the ANNUAL MEANS TEST (#408.31)
