Description:

 The purpose of this informational patch description is to announce the 
 emergency release of Enrollment System (ES) 5.10.0.16001. This release, 
 developed in Java technology, contains Enrollment System Modernization 
 (ESM) Phase 2 development and upgrade efforts, including defect fixes to 
 support Enrollment System Community Care (ESCC) and ES Sustainment.
  
 This software is being installed at the Austin Information Technology 
 Center (AITC) and no action is required by the sites.
  
 ES 5.10.0.16001 was successfully deployed on Saturday, February 15th, 
 2020.
  
 The following functionality is updated in this ES 5.10.0.16001 release:
  
 A production defect, caused by ES 5.8, where a telephone number could 
 potentially be over-written by an older phone number because the modified 
 date is being incorrectly set to the current date when the message is 
 received from VistA, has been fixed.

             number could potentially be over-written by an older phone
             number because the modified date is being incorrectly set to

             Resolution: Added a condition in the code to check for
             confidential phone (since there is no referral information 
             (RF1) on confidential phone) before setting the system date
             (sysdate) to the change date (changeDate).
