These protocols will not be enabled until after the release of IVM*2*115, which contains the missing label and will resolve this issue. PATCH DESCRIPTION: ================== It is recommended that this patch not be installed on Legacy Systems. The Enrollment System Redesign (ESR) is being implemented to replace the existing Health Eligibility Center (HEC) Legacy System. To allow data exchange between the Veterans Health Information Systems and Technology Architecture (VistA) and the new ESR system, this patch creates a new logical link (LLESROUT) and its associated new messaging protocols. This patch creates the new logical link, LLESROUT, in an Inactive status. All VistA sites MUST install this patch by the compliance date in order to allow initialization of the data exchange to the ESR system. Once all sites install this patch and it is validated the ESR system is ready to process inbound messaging, the appropriate protocols will be activated on the VistA sites via the EAS ESR MESSAGING remote procedure introduced by this patch. Further action(s) by the VistA sites is not anticipated. Initially, communications from the VistA systems to the ESR will be unidirectional (inbound to ESR only). ESR will receive and process the data; however, it will not send data back to sites. This method allows the HEC Legacy database and the ESR database to remain synchronized during the transitional period prior to activation of ESR as the authoritative system of record. HEC Legacy will remain the authoritative system of record during this transitional period and the VistA systems will retain bi-directional communications with that system until the cutover to ESR. **************************************************************************** * * * DO NOT MANUALLY CHANGE THE STATUS OF THESE PROTOCOLS AND/OR LOGICAL * * LINKS UNLESS SPECIFICALLY DIRECTED BY EPS OR A REPRSENTATIVE OF THE * * ESR DEPLOYMENT TEAM. * * * * Doing this could cause your data to become out of sync with ESR and HEC. * * * **************************************************************************** Activation of the ESR protocols will occur in two stages, as follows: (1) The HEC Legacy system will remain the authoritative system of record for a time yet to be determined. During this timeframe, VistA sites will continue to query the HEC Legacy system for income test data (QRY~Z10 message type) and enrollment / eligibility data (QRY~Z11 message type). Data will continue to be sent to/received by the VistA sites via the current methods utilized today. (2) Once a determination is made for the ESR system to become the authoritative system of record, the QRY~Z10 and QRY~Z11 protocols will be re-pointed to interrogate the ESR system via the remote procedure, EAS ESR MESSAGING, introduced by this patch. VistA sites should not have to take any action(s) concerning the re-pointing operation. Technical Summary: ------------------ This patch will allow the data exchange between Vista and ESR of all message types currently exchanged between HEC and Vista.
