 Patch FB*3.5*191 updates the documentation in the Fee Basis User
 Manual. The existing workflow for the CNH Main Menu process involves
 POM offices conducting monthly postings, making payments for 
 postings (batch created), releasing batches, and using the Fee 
 Fund Control Main Menu for posting commitments for obligations as
 well as the Batch Main Menu. However, this crucial role of POM is 
 not currently documented in the Fee Basis User Manual.
