 Modify Generic Code Sheet (GECS) Service Order (SO) and Miscellaneous 
 Order (MO) documents for correct date in CTL segment for IFCAP orders and

    Problem:
    -------
    Site reported that orders/1358s GECS SO and MO documents sent to 
    Financial Management System (FMS) are rejecting when the transaction
    date in the CTL segment of the document does not reconcile with the
    fiscal year/quarter of the order/1358.
  
    Resolution:
    ----------                    
    Modify the process that creates the CTL segment of a SO or MO document
    for orders and 1358s. The code that determines CTL segment
    'transaction date' will now use the greater or lesser of the Date
    Committed and the current date, keeping in mind that the date will 
    fall into the fiscal year/quarter used for the order/1358.
