 This patch implements a MUMPS-style action Cross Reference for use by
 Virtual Patient Record (VPR), fulfilling Integration Agreement (IA) #7610.
 The cross reference is on the LAST ACTION TAKEN field (#9) of the 
 REQUEST/CONSULTATION FILE (#123).
  
 This patch makes text changes to the Help Prompt and Description for the 
 LAST ACTION TAKEN field (#9) of the REQUEST/CONSULTATION FILE (#123)
 as requested by the VistA Data Base Administrators when reviewing the IA 
 #7610.
  
 This patch is being released as part of a combined build.  Below 
 is a list of all the applications involved in this effort along with
