Description:

 To allow for the creation of new links via the Link Edit [HL EDIT LOGICAL 
 LINKS] option, the validation logic will allow users to proceed to the 
 edit screen if the link is new.  Also, it will allow users to proceed if
 the Logical Link is a Multithreaded Listener regardless of the SHUTDOWN 
 LLP ? (#14) field value in the HL LOGICAL LINK (#870) file.

 Problem: 
 --------
 When creating new links via the Link Edit [HL EDIT LOGICAL LINKS] option
 it allows it to be created, but it is not immediately available to edit 
 through the option since it is not considered "shutdown" according to 
 the SHUTDOWN LLP ? (#14) field in the HL LOGICAL LINK (#870) file.
    
 Resolution:
 ----------
 The validation logic has been modified to identify new links by checking 
 if the link has a LLP TYPE (#2) field value in the HL LOGICAL LINK (#870) 
 file populated as an indicator the HL LOGICAL LINK is newly created or 
 incomplete (missing the REQUIRED LLP TYPE (#2) field).  Also,  
 the new validation logic will allow Logical Links to be edited if the 
 TCP/IP SERVICE TYPE (#400.03) field equals 'M' for MULTI LISTENER
 regardless of the SHUTDOWN LLP ? (#14) field value in the HL LOGICAL LINK 
 (#870) file.

        ================INSTALLATION INSTRUCTIONS =================
 This patch can be loaded with users on the system but it is recommended 
 that it be installed when user activity is low.  Installation time will 
 be less than 2 minutes.
   
    1. Choose the PackMan message containing this patch and invoke the
       INSTALL/CHECK MESSAGE PackMan option.  
   
    2. From the Kernel Installation & Distribution System menu, select 
       the Installation menu.  
   
    3. From this menu, you may select to use the following options: 
       (when prompted for INSTALL NAME, enter HL*1.6*162)
   
         a.  Verify Checksums in Transport Global - This option will allow
             you to ensure the integrity of the routines that are in the
             transport global.
         b.  Print Transport Global - This option will allow you to view
             the components of the KIDS build.
         c.  Compare Transport Global to Current System - This option will
             allow you to view all changes that will be made when this patch
             is installed.  It compares all components of this patch
             (routines, DD's, templates, etc.).
         d.  Backup a Transport Global - This option will create a backup
             message of any routines exported with this patch. It will not
             backup any other changes such as DD's or templates.
   
    4. Use the Install Package(s) option and select the package HL*1.6*162.
  
    5. When Prompted "Want KIDS to INHIBIT LOGONs during the install? 
       NO//" respond NO.  
   
    6. When Prompted "Want to DISABLE Scheduled Options, Menu Options, and 
       Protocols? YES//" respond YES.
  
    7.  When prompted 'Enter options you wish to mark as 'Out Of 
        Order':',  Enter the following options:
  
         Link Edit           [HL EDIT LOGICAL LINKS]
  
        When prompted 'Enter protocols you wish to mark as 'Out Of
        Order':', press <ENTER>.
