It supports the redesign and/or enhancement of the current structure of charges for FEE first-party outpatient medication copayments to treat non-service connected conditions which were not included in the prior IB*2*563 patch. This project brings the Department of Veterans Affairs (VA) into compliance with the Rule 38 Code of Federal Regulations (CFR) Part 17 Copayments for Medications. This rulemaking eliminates the Medical Consumer Price Index (CPI-P) formula used to calculate future rate increases and establishes the following three classes of medications, identified as Tier 1, Tier 2, and Tier 3, beginning February 27, 2017: Tier 1 = $5 for a 30-day or less supply of a medication; Tier 2 = $8 for a 30-day or less supply of a medication; and Tier 3 = $11 for a 30-day or less supply of a medication. In order to comply with the Federal regulations, additional rates included in this patch to support fixed copayment amounts when being added for FEE related services depending on the class of the medication (Tier 0, Tier 1, Tier 2, or Tier 3). This patch contains the following data updates: --------------------------------------------------------- - Rate files will be updated to store tiered copayments and their new rates effective February 27, 2017 for all prior Fee Rx charges. To ensure backward compatibility, the old rates are being associated with the default tier of 2. - Manually created medication copayment charges for FEE will prompt for a tier if on the date entered there are multiple tiers available for rate selection. Pre-Installation Instructions: Installation Instructions: This patch may be installed with users on the system as there are only data file updates and no routine changes. This patch should take less than 5 minutes to install. 1. Choose the PackMan message containing this patch. 2. Choose the INSTALL/CHECK MESSAGE PackMan option. 3. From the Kernel Installation and Distribution System Menu, select the Installation Menu. From this menu, you may elect to use the following options. When prompted for the INSTALL NAME enter the patch name (ex. ): a. Verify Checksums in Transport Global - This option will allow you to ensure the integrity of the routines that are in the transport global. b. Print Transport Global - This option will allow you to view the components of the KIDS build. c. Compare Transport Global to Current System - This option will allow you to view all changes that will be made when this patch is installed. It compares all of the components of this patch, such as routines, DDs, templates, etc. d. Backup a Transport Global - This option will create a backup message of any routines exported with this patch. It will not backup any other changes such as DDs or templates. 4.
