$TXT Created by SHRPEAC.DEVSLC.DOMAIN.EXT (KIDS) on Wednesday, 05/06/20 at 14:27 ============================================================================= Run Date: JUN 08, 2020 Designation: IB*2*653 Package : IB - INTEGRATED BILLING Priority: Mandatory Version : 2 SEQ #614 Status: Released Compliance Date: JUL 08, 2020 ============================================================================= Associated patches: (v)IB*2*651 <<= must be installed BEFORE `IB*2*653' (v)IB*2*669 <<= must be installed BEFORE `IB*2*653' Subject: RX COPAY MODIFICATIONS FOR HIGH RISK FOR SUICIDE PATIENTS Category: - Routine - Enhancement (Mandatory) Description: ============ The patch implements modifications for Mental Health Suicide Prevention - Suicide High Risk Patient Enhancements (SHRPE) project. The goal of this effort is to improve the delivery of targeted Mental Health care for individuals at high risk for suicide (HRfS). Modification of the Rx copayment functionality for Veterans assessed as being at high risk for suicide involves making changes to the existing VistA and payment systems to support regulatory change processes aimed at removing financial barriers that may prevent these Veterans from engaging in enhanced care, which includes more frequent contacts and dispensing medications in smaller amounts more frequently, as safety precautions. The IB*2.0*614 patch introduced functionalities to waive outpatient visit copayment and prorate outpatient medication copayment for less than a 30-day supply for Veterans with an active Category I (National) HRfS flag. (As a reminder, this functionality remained and still stays dormant at the time of IB*2.0*653 release - please see the note below.) As VA rule (1722A(a)) does not allow any charges to be made below $2, the IB*2.0*653 patch was introduced to modify the functionalities introduced by the IB*2.0*614 patch; specifically, the Rx copay amount calculation method was changed from proration to a flat copay rate. Veterans with an active Category 1 (National) HRfS flag will be charged with a flat $2 prescription copay for outpatient medications for a 30-day or less than a 30-day supply for every initial fill and refills regardless of copay tier. The Rx copayment will be charged as follows: 1-30 days $2.00 Rx copayment 31-60 days $4.00 Rx copayment 61-90 days $6.00 Rx copayment The "Days' Supply" prompt introduced in IB*2.0*614 was removed from the CANCEL/EDIT/ADD CHARGES menu option since prorate logic was removed in the IB*2.0*653 patch. Note: When the VA approves the regulation that affects copays for patients with an active Category I (National) HRfS and the effective date becomes known to stakeholders of the SHRPE project, the activation patch IB*2.0*629 will be released to activate both IB*2.0*614 and IB*2.0*653 functionalities.
