 JLV 3.0 updates the application's graphical user interface (GUI) 
 framework to React from Grails. React allows JLV's development process 
 to be more efficient which supports fulfilling several high priority 
 backlog requirements, leverages inherent capabilities to support 508 
 accessibility, and allows for faster debugging and interface rendering.
