 JLV 3.14.0.1 Hot Patch release helps alleviate an issue with Report
 Builder locking the JLV database which prevents the user's report from
 completing.
  
 Value to Veteran: This release ensures Report Builder is operating
 correctly, allowing the user to complete their necessary work to
 provide clinical care to veterans.

 Cases in Jira XRay. Any issue encountered is recorded as a defect in
