Description:

 This patch is part of a multi-package build. The other patch is
 OR*3.0*569.
  
 This patch deletes the LR AP DIALOG CONFIG file (#69.73). That file will 
 be moving to the ORDER ENTRY/RESULTS REPORTING (OR) namespace. See patch
 OR*3.0*569 for more information on the new file.
  
 This patch also fixes some locking issues related to AP ordering.
