 The purpose of OR*3*483 is to fix an issue in the Return to Clinic order
 processing. If a user entered one of the following characters into the
 comment field (~|\&^) the order messages were not processed correctly when
 being transmitted to and from the VistA Scheduling Enhancement (VSE)
 Graphical User Interface (GUI).

 Problem:

 Currently the Health Level 7 (HL7) messages are not properly processing 
 special characters when they are entered into the comment field. This can 
 cause the order to be canceled due to a comment being too long when, in 
 fact, the comment meets the 75 character restriction.
  
 Resolution:
 ----------
 The HL7 routine (ORMSD) responsible for processing order acknowledgements
 from Scheduling has been modified to correctly handle (un-escape) the
 special characters.
