Description:

 This patch will resolve the following issue reported with patch OR*3.0*463
  
 1.      INC1217628 - Outside HCT was being populated after a TEMP SAVE 
                      even after no data was entered in the field. 
  
 Defect Tracking System Ticket(s) & Overview:
 --------------------------------------------
 1. INC1217628 - Routine ORAM1 is mispopulating the HCT fields and  
                 changing the date.
  
  
 Problem:
 --------
 After a TEMP SAVE is done the AMT application is populating the HCT field 
 with the last HCT that was saved even if nothing was entered in the HCT 
 field when the TEMP SAVE was done. 
  
 Resolution:
 -----------
 Updated the GUI source code so that HCT is NEVER populated automatically. 
 The gui will ALWAYS save a HCT that is entered by the user either during 
 a TEMP SAVE or a COMPLETE VISIT request by the user.

 software before proceeding with the update. ***NOTE***
  
 The updated client software and updated Installation/Implementation Guide
 may be retrieved by using Secure File Transfer Protocol (SFTP) from the
 ANONYMOUS.SOFTWARE directory.
  
 The preferred method is to retrieve files from download.vista.domain.ext.
 This transmits the files from the first available server. Sites may 
 also elect to retrieve files directly from a specific server. 
  
 Sites may retrieve the software and documentation directly using 
 SFTP from the ANONYMOUS.SOFTWARE directory at the following OI Field
 Offices:

 Since this is a GUI only patch, there is no KIDS installation 
 instructions.
  
 Please refer to the Installation/Implementation Guide for 
 full instructions on how to install the GUI, help and RAVE report files.
  
 Back-out/Rollback Strategy:
 --------------------------
 Since there are NO MUMPS routines updated in patch OR*3.0*491, and there 
 is no KIDS build included with the patch, the back out strategy is to 
 remove the OR*3.0*491 GUI files and revert back to OR*3.0*463 GUI files.
