 This patch will address the following 2 issues:
  
 1. Discount entries are not properly linking to item entries which is
    causing amendment processing errors to occur.
  
 2. The option 'Load IFCAP File 417 Data into PurgeMaster' there is a
    misspelling of the word, "reconciliation'.  Currently, it reads as

    Problem:
    --------
    When doing amendment processing on an Open Market order, if the order 
    status is changed to 'Federal Supply Schedule or OGA (Other Government
    Agency) Contracts' and the user has entered a discount on an item and
    in a later amendment process adds a contract number to the same item,
    an <UNDEFINED> error will occur.  The error occurs because the discount
    entry has not been properly linked to the item entry due to the missing
    contract number in the discount entry.
  
  
    Resolution:
    -----------                    
    Modify code so when entering a routine to calculate new discount
    information, the routine will first insure that the item node is
    aligned with the discount node for the contract number.

 You may install this patch at any time without interruption to users. 
 It should take less than 2 minutes to install this patch.
  
    1. Choose the PackMan message containing this patch and invoke the
       INSTALL/CHECK MESSAGE PackMan option.  
   
    2. From the Kernel Installation & Distribution System menu, select 
       the Installation menu.  
   
    3. From this menu, you may select to use the following options: 
       (when prompted for INSTALL NAME, enter PRC*5.1*138)
   
         a.  Verify Checksums in Transport Global - This option will allow
             you to ensure the integrity of the routines that are in the
             transport global.
         b.  Print Transport Global - This option will allow you to view
             the components of the KIDS build.
         c.  Compare Transport Global to Current System - This option will
             allow you to view all changes that will be made when this 
             patch is installed.  It compares all components of this patch
             (routines, DD's, templates, etc.).
         d.  Backup a Transport Global - This option will create a backup
             message of any routines exported with this patch. It will not
             backup any other changes such as DD's or templates.
   
    4. Use the Install Package(s) option and select the package 
        PRC*5.1*138.
   
    5. When Prompted "Want KIDS to INHIBIT LOGONs during the install? 
       YES//" respond NO.  
  
    6. When prompted 'Want to DISABLE Schedule Options, Menu Options and
       Protocols? NO//', respond YES 
  
       1) When prompted "Enter options you wish to mark as "Out of
            Order":" enter the following option:
  
       Amendment to Purchase Card Order     [PRCH AMENDMENT TO P/C ORDER]
       Amendment to Purchase Order          [PRCHPC AMEND]
  
       2) When prompted "Enter protocols you wish to mark as "Out of
          Order":" just press <Return>.
