INC21601588 - With resumption of Treasury Cross Servicing referrals in VISTA, the manual re-referral of bills that have been returned from Treasury and closed (due to reversals) are unable to be re-referred. Sites receive an error code 60 sourced from Treasury due to no C3 record the debts. Problem: -------- Sites are experiencing rejects for re-referral of bills as TCSP logic does not allow the same bill to be re-added if the same number as a previously sent bill to the same debtor. Resolution: ----------- Modified the routine that sends C3 transactions to ensure that the re-referral code has the same re-referral code action on the bill number as do transactions C1 & C2. Routines: RCTCSP2 2. INC22249334 - Type 2 Debtor Record update failure - When an SSN is updated in VISTA, a stand alone Update record at the bill level is not being sent to Treasury Cross Servicing to update their SSN on file. The weekly file Debtor type 2 record has the updated SSNs but Treasury did not receive the UPDATE record to change their file. This causes any additional new bills to reject and not be referred. Incorrect SSN also causes incorrect payment offsets and potential lost collections. Problem: -------- Sites are experiencing rejects for any transactions associated with a Social Security number change when updates are sent to TCSP. Resolution: ----------- Modified the routines to check for a change in a debtor's social security number to send a single C2U transaction (only) to TCSP and any other transactional activity must wait for the next batch run. The PackMan function INSTALL/CHECK MESSAGE is then used to upload the backed up build onto the VistA system.
