The goal of this enhancement is to comply with all legislative mandates and improve the timeliness of the collections process. Enhancements to the existing VistA IB and AR software applications would allow for increased efficiency in workflow processes leading to best practices that would ultimately be reflected in improved customer service to our Veteran population. In order to meet these goals, this patch: 1. Creates a new Security Key, PRCA MED DEBTOR EDIT, to prevent unauthorized users from modifying the address in the AR Debtor file (#340) for Medical Debtors. 2. Updates the Address Display/Edit Option [PRCA VEN BIL] so that users attempting to update the Debtor Address information for medical debtors must have the new Security Key PRCA MED DEBTOR EDIT in order to add or edit the Address information. 3. Updates the Address Display/Edit Option [PRCA VEN BIL] to display an information message to the user if the user attempts to modify address information for a medical debtor but does not have the new PRCA MED DEBTOR EDIT Security Key. This message directs the user to contact Enrollment to have the address updated. 4. Creates two new fields, DEBTOR ADDR UPDATED BY and DEBTOR ADDR LAST UPDATED, in the AR DEBTOR file (#340) to track who updated the address information on a debtor and when it was last updated. 5. Modified the Address Display/Edit Option [PRCA VEN BIL] to update the DEBTOR ADDR UPDATED BY and DEBTOR ADDR LAST UPDATED fields in the AR DEBTOR file (#340) whenever an address field is updated by a user for a medical debtor.
