 The Pharmacy Product System-National (PPS-N) is a Web-based application
 that provides the ability to manage pharmacy-specific data across the VA
 enterprise, ensuring that all facilities are using the same base data
 for their operations. It allows approved national VA personnel to easily,
 quickly, and safely manage the VA National Formulary which directs which
 products (such as medications and supplies) are to be purchased and used
 by the VA hospital system.
  
 This patch adds the following new functionality to the PPS-N application:
  
  - Add new copay tier levels, and manage the data associated with a 
      copay tier level.
  - Add copay tier information to the A-Z tab.
  - Assign and edit copay tier data to existing products.
  - Assign and edit copay tier data to new products.
  - Assign and edit the copay tier levels of multiple VA products at once.
  - Apply business rules and validations when a product's copay tier 
       information is assigned or edited.
  - Validate that current Effective date is one day later than the previous
      end date when additional copay tiers are added.
  - Validate that effective date is at least 30 days after than current
      when adding or updating a copay tier.
  - Add Copay Tier data to Product History tab.
  - Send Copay Tier data to the National Drug File Management System
       (NDFMS).
  - Search for products by Tier level.
  - Sort Product Search results by Tier level.
  - Create report that displays products that had changes made to their
      copay tier data.
  - Using Fortify Security Vulnerability Scanning, address issues
      introduced by FMCT code changes.
  - One-time copay tier data migration.
  - Removal of Notification Status code and database table.
  - Removal of Reduced Copay code and database table.
  - Modify FDB Changes to Products report to include modifications that may
       necessitate an update to the product's copay tier level.
  - Modify FMCT help files.
