 This patch addresses one issue: the Uniform allowance hourly rate is
 different in the Central PAID system than in the VistA system.
  
 Note: After the 30 day compliance date for this patch Central PAID will 
 send an Edit & Update download to re-populate the Uniform Allowance 
 Hourly Rate.

 1. HD55311  Clothing allowance not transferring
  
       Problem:
       -------
       Site POC reports they change the clothing allowance hourly
       rate in the PAID system but it is not showing the change 
       in VistA. Also found that the display of the Clothing 
       Allowance field (#565) in the Employee Inquiry reports
       is incorrect.
       
       Resolution:
       ----------
       This is only a problem when this field is edited - not when
       it is entered initially.  Corrected the Edit and Update 
       record 3 layout routine to not truncate the field to 4 characters.
       Corrected the display of the Uniform Allowance Rate (#565)
       field in the Employee Inquiry reports.
  
  
 INSTALLATION INSTRUCTIONS
 =========================
 This patch can be installed during normal work hours.  Users do not need
 to be off the system. Install time - less than 2 minutes.
  
  1.   Choose the PackMan message containing this patch and invoke the
       INSTALL/CHECK MESSAGE PackMan option.
  
  2.   Start up the Kernel Installation and Distribution System Menu
       [XPD MAIN]:
  
            Edits and Distribution ...
            Utilities ...
            Installation ...
  
       Select Kernel Installation & Distribution System Option: INStallation
                           ---
            Load a Distribution
            Print Transport Global
            Compare Transport Global to Current System
            Verify Checksums in Transport Global
            Install Package(s)
            Restart Install of Package(s)
            Unload a Distribution
            Backup a Transport Global
  
            Select Installation Option:
  
  3.   From this menu, you may elect to use the following options
       (When prompted for the INSTALL NAME, enter PRS*4.0*106):
  
       a.  Print Transport Global - this option will allow you to view
           the components of the KIDS build.
       b.  Compare Transport Global to Current System - This option will
           allow you to view all changes that will be made when this patch
           is installed. It compares all components of this patch
           (routines, DD's, templates, etc.).
       c.  Verify Checksums in Transport Global - This option will allow
           you to ensure the integrity of the routines that are in the
           transport global.
       d.  Backup a Transport Global - This option will create a backup
           message of any routines exported with this patch. It will not
           backup any other changes such as DD's or templates.
  
  4.   Use the Install Package(s) option and select the package
       PRS*4.0*106.
   
       a.  When prompted 'Want KIDS to INHIBIT LOGONs during the install?
           YES//', answer NO (unless otherwise indicated).
       b.  When prompted 'Want to DISABLE Scheduled Options, Menu
           Options, and Protocols? YES//', answer YES.
       c.  When prompted 'Enter options you wish to mark as 'Out Of
           Order':', enter the following options:
  
             Employee Inquiry Menu  [PRSD 04 EMPLOYEE INQUIRY MENU]
             Employee Inquiry/Reports Menu  [PRSD 05 EMPLOYEE INQUIRY MENU]
  
       d.  When prompted 'Enter protocols you wish to mark as 'Out Of
           Order':', press <return>.
