 This patch fixes an issue in uploading invoices from McKesson to Vista.
  
 PSA*3*83 does not update any VistA routines but does update the Drug 
 Accountability Upload (DAU) Graphical User Interface (GUI).

 INC18135498 - PSA_MCKESSON_UPLOAD application will not upload invoices
  
 Problem:
 -------
 The PSA_MCKESSON_UPLOAD application is unable to upload certain McKesson
 invoices to Vista. Some invoice files are being rejected with messages 
 including: 
 "The invoice file has failed the security checks." or "The file selected 
 is not a valid McKesson Drug Invoice file, please try again!"
  
 Resolution:
 ------------
 The unnecessary segment validation requirement GS06=ISA13 has been 
 removed.

    ================== Installation Instructions ==================
  
    To install the application:
  
    Refer to the Drug Accountability Upload Deployment, Installation, 
    Back-Out, and Rollback Guide v1.0 for installation instructions.
    
    When this version of PSA_MCKESSON_UPLOAD.exe is launched it will show
    the version as "3.0.83.1" when clicking "About" on the Help menu.
  
 Back-Out / Roll Back Plan:
  ========================
  Back-out will be done only with the concurrence and participation of the 
  development team, the support team and appropriate VA site/region
  personnel. The decision to back-out or rollback software will be a joint 
  decision between these groups.
   
  Backout can be accomplished by restoring the executable to 
  PSA_MCKESSON_UPLOAD Version 3.0.79.7.  Please refer to the Drug 
  Accountability Upload Deployment, Installation, Back-Out, and Rollback 
  Guide v1.0 for complete instructions.
