 This patch will resolve the following issue.
  
 1. R16686630FY17 - Ward 9C keeps getting this error (Timeout) intermittently
                    when trying to run the Missed Medications Report

 1. R16686630FY17 - Ward 9C keeps getting this error (Timeout) intermittently
                    when trying to run the Missed Medications Report  
    
 Problem: 
 --------
 Milwaukee VAMC reported getting a RPC Broker Timeout error when running the
 BCMA Missed Medications Report for one specific ward (9C). The reason they
 were getting this error is because Ward 9C has quite a few long term care
 patients and the report retrieves information for every single order with
 medication that requires removal (e.g., patches) for all patients in that
 ward before deciding whether the order should be in the report or not.
    
 Resolution:
 -----------
 Modified the routine PSBUTL at the REMOVES line tag and moved the 
 screening filters up before the call to D PSJ1^PSBVT.  This change will
 have no impact whatsoever on the output of the report and it will
 considerably decrease the amount of time it takes to run it.

 Installation Instructions:
 -------------------------- 
 The Pharmacy Benefits Management (PBM) users should not be running the AMIS
 Report while this patch is being installed. It should take less than 2
 minutes to install this patch.
  
    1. Choose the PackMan message containing this patch.
  
    2. Choose the INSTALL/CHECK MESSAGE PackMan option.  
   
    3. From the Kernel Installation & Distribution System menu, select the
       Installation menu.  From this menu, you may select to use the
       following options: 
       when prompted for INSTALL NAME, enter the patch # PSB*3.0*104:
  
         a. Backup a Transport Global - This option will create a backup
            message of any routines exported with this patch. It will not
            backup any other changes such as DD's or templates.
   
         b. Compare Transport Global to Current System - This option will
            allow you to view all changes that will be made when this patch
            is installed.  It compares all components of this patch 
            routines, DDs, templates, etc.
  
         c. Verify Checksums in Transport Global - This option will allow
            you to ensure the integrity of the routines that are in the
            transport global.
  
    4. From the Installation menu, select the Install Package(s) option and
       choose the patch to install.
  
    5. When prompted 'Want KIDS to INHIBIT LOGONs during the install? 
       NO//', enter No.
    
    6. When prompted 'Want to DISABLE Scheduled Options, Menu Options, and 
       Protocols? NO//', enter No. 
  
 Back-out/Rollback Strategy:
 --------------------------
 In the event of a catastrophic failure, the Facility CIO may make the 
 decision to back-out the patch.
   
 It is imperative that you have performed a backup of the routine 
 included in this patch prior to installation.
  
 The back-out plan is to restore the routine from the backup created.
  
 No data was modified by this patch installation and, therefore, no 
 rollback strategy is required.
  
 To verify the back-out completed successfully, ensure the checksum 
 matches the pre-patch checksum from the patch descriptions
