Description:

 The Inbound eRx (ePrescribing) JAVA application is a component of the PRE 
 IEP program that provides the capability to receive inbound eRx's from an 
 external provider. The JAVA application provides a user interface that 
 allows end users to manage and monitor eRx processing from external 
 sources.
  
 This patch updates eRx from RHEL7 to RHEL8 and use Entra ID for end
 user authentication as part of the enterprise migration away from
 SiteMinder. The change is platform only with no eRx code modifications. As
 of 4/1/2026, SiteMinder is no longer supported, and this update ensures
 eRx remains compliant and continues to provide secure, reliable
 authentication for users.

 1. ERXCS-3659 - eRx Internal Single Sign-On to Entra ID Migration
  
 Problem 1:
 ----------
 eRx application currently relies on SiteMinder for authentication, a 
 platform that is being phased out and will no longer meet enterprise 
 security or compliance requirements. Continuing to operate on SiteMinder 
 will result in non VA compliance and may prevent users from accessing eRx 
 due to unsupported SiteMinder licensing after 4/1/2026.
  
 Resolution 1:
 -------------
 Transition the application from RHEL7 to RHEL8 and to Microsoft Entra ID.
 Migrating before the 3/31/2026 compliance deadline ensures uninterrupted
 access for users, alignment with enterprise security strategy, and long
 term maintainability of the application's identity and access management.
 Task will be completed by AITC Server Admins (with guidance from the Entra
 team). Testing is a collaboration between eRx hub team, AITC Admins 
 (server and WebLogic), and VistA.
  
 NOTE: The logout Link within the web UI will throw a benign error and the 
 user will have to open a new tab and re-enter the URL to log back in.
 This issue will be mitigated with a follow-up patch in the coming months.
