 ORANGE EXPOSURE LOCATION (#.3212) field value in the PATIENT (#2) file,
 which requires changes to the PCE package.

 Routine PXBAPI22 was modified to allow Agent Orange to be selected for
 applicable encounters when the Veteran has an AGENT ORANGE EXPOSURE
 LOCATION (#.3212) field value in the PATIENT (#2) FILE of Blue Water Navy.
