Subject: COVID-19 Set APP PROXY ALLOWED flag for VSE RPC's

Description:
============

 VSE (VistA Scheduling Enhancement) Remote Procedures were originally
 created for Client Server Applications that did not need the APP PROXY
 ALLOWED Flag.  However, VSE did design the Remote Procedure Calls (RPC's)
 to be capable of use by Web Service Applications.  Some of these
 Applications require the use of a Web Proxy.  Pursuant to ICR 7071, VSE
 gave VIA (Vista Integration Adapter) access to one of these, SDEC APPSLOTS
 that also requires the use of APP Proxy feature for VIA's customer.  The
 VSE team decided that it would be best to enable this feature for all its'
 Remote Procedures in addition to SDEC APPSLOTS.  This patch accomplishes
 the requirements for the above task. This patch is needed for VIAB*1.0*18.

     1. Use the INSTALL/CHECK MESSAGE option on the PackMan menu.
   
     2. From the Kernel Installation & Distribution System menu, select
        the Installation menu.
  
     3. From this menu, you may select to use the following options (when
        prompted for INSTALL NAME, enter SD*5.3*743).      
  
        a. Backup a Transport Global - this option will create a backup
           message of any routines exported with the patch. It will NOT
           backup any other changes such as DDs or templates.
        b. Compare Transport Global to Current System - this option will
           allow you to view all changes that will be made when the patch 
           is installed.
        c. Verify Checksums in Transport Global - this option will ensure
           the integrity of the routines that are in the transport global.
        d. Print Transport Global - this option will allow you to view
           the components of the KIDS build.
  
     4. Use the Install Package(s) option and select the package
        SD*5.3*743.
  
     5. When prompted "Want KIDS to INHIBIT LOGONS during install ? NO//"
        respond NO.
  
     6. When prompted 'Want to DISABLE Scheduled Options, Menu Options, 
        and Protocols? NO//,' respond No.
