Telehealth Clinical Call Centers have requested Tele Health Management Platform (TMP) v4.8 Enhancements, with the current COVID-19 Crisis and possibly other emergent events that may present themselves. The Telehealth Emergency Management System (TEMS) needs to be able to leverage Providers availability across the Nation via TMP, in order to support these emergent events. Currently, in TMP if a Facility has the Vista Switch turned off, the TMP Resources can be reserved however the email notifications for that appointment do not get sent since they are dependent on the Make Vista Appointment workflow completing. This impacts all modalities, especially VA Video Connect (VVC) as VVC is dependent on email notifications to the provider and the patient. This patch includes two enhancements for time zone computation. Time zones are now always computed from the Institution (#4) file. Secondly, if a specific Clinic points to an Institution entry that does not contain time zone information, the time zone will be derived from the Parent Facility of that Institution. In addition, daylight savings rules will be observed. To prevent ghost appointments when Telehealth Management Platform (TMP) sends an appointment transaction to Vista, Vista will not send that transaction back to TMP as a new transaction. This patch exports the new menu, Telehealth Management Toolbox [SD TELE TOOLS] which contains new options. The new menu can be found under the Supervisor Menu [SDSUP] menu. This patch removes the writing of the text "LDP" to the current device while sending Clinic Update HL7 messages. This patch will correct an issue where the secondary stop code associated with a clinic is not evaluated as a TMP stop code. TMP-393 - VISTA Enhancement- Telehealth Management Toolbox Menu & TMP-410 - TMP Toolbox (VistA Clinic Updates) Problem: -------- With VistA Integration, there are several common tasks that are required for managing Telehealth Clinics, troubleshooting, and doing Fileman queries. Due to the various User Roles, access to this information is few and far between. Also need to be able to send an update to TMP without having to change any VistA Clinic Parameters. Resolution: ----------- Create a list of Menu Options in a VistA Menu, Telehealth Management Toolbox [SD TELE TOOLS], to standardize common tasks that a Telehealth Administrator or User would require. Telehealth Inquiries [SD TELE INQ] This option allows the user to inquire using the Clinic, Medical Center Division, Institution, Patient, List Telehealth Stop Codes, and Telehealth Stop Code Lookup Telehealth Stop Code Add/Edit [SD TELE STOP CODE] This is a rename to the existing option, EDIT TELE HEALTH STOP CODES [SD EDIT TELE HEALTH STOP CODES]. Also, this patch fixes the error generated when trying to exit using the "^" when the stop code already exists in file SD TELE HEALTH STOP CODE FILE (#40.6) VistA-Telehealth Clinic Update [SD TELE CLN UPDATE] This option allows sending Clinic Update Health Level 7 (HL7) messages (Message type: MFN~M05) to TMP for clinics with valid tele health stop codes either by finding all clinics having the selected Stop Code or by directly selecting the clinic. 2. TMP-624 - TMP Toolbox - Real-Time Clinic Update by Stop Code Problem: -------- Need options to send clinic information to TMP in real time Resolution: ----------- Created a menu option, VistA-Telehealth Clinic Update [SD TELE CLN UPDATE] to send HL7 messages when user selects specific options Option for (A)ctive, (I)nactive or (B)oth for each Stop Code selected. Option for Division to be able to select Division Default should be All Divisions Divisions should be Divisions contained in Medical Center Division file for that VistA System. TMP-620 - SQA Add/Edit Telehealth Stop Codes Problem: -------- Stop Code Addition and Removal should be specific to the Stop Code. Resolution: ----------- The software is modified to prompt the user to add a new Stop Code if not defined in the SD TELE HEALTH STOP CODE FILE (#40.6) or allow the user to delete an existing one if already defined in file (#40.6) 4. TMP-570 - Integrate Daylight Savings Time handling into Vista TMP Problem: -------- Issue with Daylight Savings Time when scheduling a patient, the appointment time is incorrect. Resolution: ----------- Added Daylight Saving Time logic to resolve this issue. 5. TMP-301 - TMP Appointment VistA Clinics Scheduled in VistA/VSE Returning as Reserve Resource (Circular Reference) Problem: -------- Appointments sent to Vista by TMP are sent back to TMP as new appointments. Resolution: ----------- All appointments are checked before being sent to TMP. Those originating in TMP will not be sent back to TMP. Pre-Installation Instructions: This patch may be installed with users on the system although it is recommended that it be installed during non-peak hours to minimize potential disruption to users. This patch should take less than 5 minutes to install. Installation Instructions: 1. Choose the PackMan message containing this build. Then select the INSTALL/CHECK MESSAGE PackMan option to load the build. 2. From the Kernel Installation and Distribution System Menu, select the Installation Menu. From this menu, A. Select the Verify Checksums in Transport Global option to confirm the integrity of the routines that are in the transport global. When prompted for the INSTALL NAME enter the patch or build name SD*5.3*773 B. Select the Backup a Transport Global option to create a backup message. You must use this option and specify what to backup; the entire Build or just Routines. The backup message can be used to restore the routines and components of the build to the pre-patch condition. i. At the Installation option menu, select Backup a Transport Global ii. At the Select INSTALL NAME prompt, enter your build SD*5.3*773 iii. When prompted for the following, enter "R" for Routines or "B" for Build. Post-Installation Instructions: N/A Back-Out/Roll Back Plan: ------------------------ Back-out will be done only with the concurrence and participation of development team and appropriate VA site/region personnel. The decision to back-out or rollback software will be a joint decision between development team, VA site/region personnel and other appropriate VA personnel. Prior to installing an updated KIDS package, the site/region should have saved a backup of the routines in a mail message using the Backup a Transport Global [XPD BACKUP] menu option (this is done at time of install). The message containing the backed-up routines can be loaded with the "Xtract PackMan" function at the Message Action prompt. The Packman function "INSTALL/CHECK MESSAGE" is then used to install the backed up routines onto the VistA System. The back-out plan is to restore the routines from the backup created. No data was modified by this patch installation and, therefore, no rollback strategy is required. Validation of Back-out Procedure -------------------------------- The Back-out Procedure can be verified by printing the first 2 lines of the routine contained in this patch using the option First Line Routine Print [XU FIRST LINE PRINT]. Once the routine contained in the SD*5.3*773 patch has been backed out, the first two lines of the routine will no longer contain the designation of this patch.
