 This Voluntary Service System (VSS) patch, VSS*5.0*7, retires the VSS web
 application effective 11/1/2021. All application components associated
 with the VSS package have been decommissioned by the Austin Information
 and Technology Center (AITC) on 10/29/2021 and all VSS servers were 
 decommissioned on 12/8/2021.
  
 VSS has been replaced by the Center for Development and Civic Engagement -
 Portal (CDCEP) as of 11/1/2021.
  
 This is an informational only patch.
