 Bed Management Solution (BMS) Emergency Patch WEBB*2*16 allows for better 
 management and tracking of bed availability due to COVID-19:
  
 1. Addition of Bed Unavailable Reason and Type "Activate On Demand" for 
    use of Bed Reason Assignment on Whiteboard/Edit page: Allows better 
    identification and tracking of beds for expected patient surge during 
    COVID-19.
  
 2. Force Date Selection (not H/M) when user selects an OOS Reason Type: 
    Allows better tracking and reporting of bed availability by forcing
    users who take beds out of service to enter a date when the bed is
    expected back in service.
  
 3. Removal of "Unavailable Reason Add/Edit" hyperlink from Site 
    Configuration page and page functionality for all users EXCEPT those
    with the Support Users role, to prioritize requirement of use of
    National Unavailable Reasons only.
  
 4. Removed non-functional javascript from the BMS View code for the
    DNR/DNI Regex syntax error. This wasn't functioning due to a 
    parsing error, this was commented out as an obstacle to testing OOS 
    forcing date selection.
