 Problem:

 After the deployment of WEBB*2*9 v8, the PPBPL records, added prior to 
 the release, were unable to be editable by users. This was due to the new
 building of BMS.WorkFlow deployment files that altered the instances of
 these PPBPL records.
  
 Resolution:
 ----------
 Add exception handling where BMS.WorkFlow methods are called to safely
 override the error and proceed with updating the older records previously
 in the system.
