  EMS Notifications are not always sending out. The mail sent icon is also 
  sometimes dropping off of the EMS Status Admin Report after a bed is
  cleaned.
  
  Resolution:

  Code has been modified to locating the appropriate mailing list to send 
  notifications to.  Code logic has also been modified for setting the 
  EMS_Notify field on the Bed_Clean records. 
   
  2. INC11803561 - Event Notifications sending duplicate emails for Admission

  BMS loops through the notify activated group wards for sites and sends
  an individual email to each list instead of one email to the complete

  4. Jira Defect WEBBMS-942 - Emergency Management Icon List Null Exception
  
  
  Problem: 
  -------
  An unhandled exception error occurs on the Ward Whiteboard edit page when
  there is an empty Emergency Management Icons list. The defect occurred 
  because EmergencyIconList was null if there was no patient in the bed. 
  When trying to build a list of icons for exclusion, BMS attempts to 
  access the null list without first checking to see if it was null.

  Code has been modified to check if the Emergency Management Icon list is
